The Residential Street Improvement Project – Juno & Norma - Group 18 is part of the Public Works Department’s neighborhood street rehabilitation program and is identified in the proposed Capital Improvement Program for FY 2025/26. The streets within the Juno neighborhood are located within District 2 and are bounded within Ball Road on the northern boundary, Walnut Street on the eastern boundary, Katella Avenue on the southern boundary, and Euclid Street on the western boundary. The streets within the Norma neighborhood are located in District 4 and are bounded within Katella Avenue on the northern boundary, Harbor Boulevard on the eastern boundary, Orangewood Avenue on the southern boundary, and Ninth Street on the western boundary (see attached Maps).

The work consists of rehabilitating over 2.2 million square feet of residential roadways by removing and re-constructing asphalt concrete, repairing over 119,000 square feet of sidewalks and driveway approaches, replacing damaged curbs and gutters, and reconstructing 184 Americans with Disabilities Act (ADA) curb access ramps to meet the latest standards. The project will restore pavement surface integrity, improve ride quality, and enhance the walkability of the neighborhood sidewalks.

The engineer’s estimate for this scope of work is $12,500,000. The bid from Onyx Paving Company, Inc. is responsive, competitive, reflects the current bidding atmosphere, and is within available funding.

Construction is scheduled to begin in July 2025 and be completed by February 2026. Liquidated damages for this project shall be $11,000 per day.

ENVIRONMENTAL DETERMINATION:

Upon review of the California Code Regulations (CCR), staff recommends the City Council determine that the Project is Categorically Exempt from CEQA pursuant to Sections 15301, Class 1, and 15302, Class 2, of Title 14 of the CCR. Section 15301 allows for the repair, maintenance, or minor alteration of existing public improvements and Section 15302 allows for the replacement or reconstruction of existing improvements that will be on the same site and will have substantially the same purpose and capacity. The proposed street improvements will be restoring and repairing the existing roadway pavement located within existing street right-of-way with no expansion of capacity. Staff will file CEQA Notice of Exemption (NOE) upon approval by City Council.

COMMUNITY WORKFORCE AGREEMENT (CWA):

This project is acknowledged “Project Work” as defined in the CWA the city entered into with the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions.

IMPACT ON BUDGET:

Funding for this project will be included in the Public Works proposed FY 2025/26 CIP and operating budget which will be presented to City Council in June.
