Anaheim Public Utilities (APU) has an active Transformer Replacement Program to improve electric service reliability in residential neighborhoods throughout Anaheim by replacing overhead transformers, wires, utility poles and supporting structures that are nearing the end of their useful life.
APU prioritizes replacements of transformers and equipment that meet various criteria such as age, type, and capacity to meet future electrification requirements. The upgrades are part of APU’s proactive approach to identify, replace and modernize electrical equipment and structures in degraded condition before they cause extended outages for Anaheim’s customers.
This Project will replace 250 overhead transformers that are not scheduled for undergrounding at various locations as shown and demarcated on the attached vicinity map (Attachment 2) and will upgrade associated electrical facilities simultaneously to minimize future impacts to customers.
The Project is tentatively scheduled to begin construction in the 2nd Quarter of 2025 with completion by the 2nd Quarter of 2026. The construction activities will be coordinated with affected properties and notification provided to residents, businesses, and schools within the Project limits.
The Project supports the 2023-24 Strategic Plan, Goal C – Invest in Infrastructure and Amenities, Strategy 13 – Address deferred and ongoing maintenance needs.
COMMUNITY WORKFORCE AGREEMENT (CWA):
This Project is not a covered “Project Work” as that term is defined in the Amended and Construction Contract Award with PAR Western Line Contractors, LLC for Overhead Electric Reliability Improvement Project FY 2024/25 April 22, 2025
Restated Community Workforce Agreement (CWA). Electric utility work on high voltage utility equipment and other special utility construction work are specifically exempt and excluded from the scope of the CWA.
ENVIRONMENTAL DETERMINATION:
Staff recommend that City Council determine that the Project is categorically exempt from CEQA pursuant to sections 15301(b), 15302(c) and (d), and 15303 of Title 14 of the California Code of Regulations. The Project consists of replacing existing electrical infrastructure and installation of minor street apparatuses to improve existing system reliability, which do not have the potential to create a significant effect on the environment.
IMPACT ON BUDGET:
Sufficient funds are budgeted in APU’s FY 2024/25 Electric Capital Improvement Program budget from restricted Electric Utility Funds.
