CITY COUNCIL AGENDA REPORT
City of Anaheim
COMMUNITY SERVICES DEPARTMENT
DATE: APRIL 22, 2025
FROM: COMMUNITY SERVICES DEPARTMENT
SUBJECT: APPROVE A SECOND AMENDMENT TO AGREEMENT WITH
BELL EVENT SERVICES, INC. FOR SOUND AND LIGHTING
TECHNICIAN SERVICES AT CITY-OWNED FACILITIES
ATTACHMENT (Y/N): YES ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, approve a Second Amendment to Agreement (Amendment) between Bell Event Services, Inc. and the City of Anaheim for sound and lighting technician services at City-owned facilities, to increase the not-to-exceed amount from $90,000 to $270,000 for the six-year term.
DISCUSSION:
Bell Event Services, Inc. has been the department’s dedicated contractor for sound and lighting for various events and activities since 2023. Their services have played a pivotal role in enhancing the quality of our community events, including Pearson Park Amphitheatre’s Summer Night Under the Stars Series, the Dia de Los Muertos cultural night, summer concerts in the parks and various city events, which have all received positive responses due to their high-quality sound and lighting support.
Bell Event Services, Inc. has consistently delivered excellent customer service, punctuality, professionalism, and responsiveness, which has greatly contributed to the success of our events. Feedback gathered from performers and city staff reveals a remarkable degree of satisfaction with the audio-visual setup orchestrated by Bell Event Services, with many praising the team for their exceptional adaptability. They noted their proficiency in tailoring equipment and services to accommodate each event's unique needs and challenges.
The original agreement with Bell Event Services, Inc. included a total compensation amount of $45,000, which only covered the first year of the agreement. A First Amendment to the agreement was approved in 2024 increasing the total amount to $90,000 and failed to account for the four additional one-year terms. Increasing the not-to- exceed amount to the requested $270,000 will provide an accurate not-to-exceed amount, for the entirety of the agreement and correct the oversight of only including the lesser $45,000 total compensation amount when the agreement was originally prepared.
Approving this amendment will also permit the Community Services Department to continue providing high-quality events for the public. competitive with pricing and has demonstrated flexibility in accommodating the department budget without compromising service quality. The fees associated with their services cover the cost of their audio engineer, lighting engineer, and stage crew depending on event needs, in addition to equipment rental services at cost when needed.
We look forward to continuing our agreement with Bell Event Services, Inc. to provide audio and visual support for scheduled events at city-owned facilities.
IMPACT ON BUDGET:
Sufficient funds have been included in the Community Services Department FY 2024/25 budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
Respectfully submitted,
Sjany Larson-Cash
Community Services Director
