CITY COUNCIL AGENDA REPORT
City of Anaheim

PLANNING AND BUILDING DEPARTMENT
DATE: MAY 13, 2025
FROM: PLANNING AND BUILDING DEPARTMENT
SUBJECT: GENERAL PLAN FOCUSED UPDATE - AMENDMENTS TO
TITLE 18 (ZONING) AND ZONING MAP
DEVELOPMENT APPLICATION NO. DEV2021-00223
(SECOND READING)
ATTACHMENT (Y/N): YES ITEM # 26
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by separate Ordinances:
1) Adopt the Zoning Code Amendment to amend various sections of Title 18 (Zoning) of the Anaheim Municipal Code (Code) and Adjustment No. 16 to the Anaheim Canyon Specific Plan No. 2015-1, and Adjustment No. 11 to the Beach Boulevard Specific Plan No. 2017-1 (Attachment 1); and 2) Adopt the Zoning Reclassification of the City’s Zoning Map to remove the Mixed-Use Overlay Zone and Downtown Mixed Use Overlay Zone (Attachment 2).

DISCUSSION:

On April 22, 2025, the City Council introduced the subject Ordinances amending various chapters of Title 18 (Zoning) of the Anaheim Municipal Code (“Code”) and to amend the Zoning Map to implement the General Plan Focused Update and Sixth Cycle Housing Element.

The Code amendments include adoption of Mixed-Use Zones, Objective Design Standards for multi-family residential and mixed-use development, amendment of Chapter 18.20 (Platinum Triangle Mixed Use Overlay Zone) to implement changes to the Platinum Triangle Master Land Use Plan, and updating parking provisions to reflect State Law. Amendments to the Code and Zoning Map rescind Overlay Zones that are no longer applicable. A summary of the proposed amendments is provided in the attached April 22, 2025 City Council staff report (Attachment 3).

If adopted, the Ordinances will become effective in 30 days.
