CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: MAY 29, 2025
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE MASTER AGREEMENT WITH VACATE TERMITE
& PEST ELIMINATION COMPANY, INC., FOR CITYWIDE

PEST CONTROL MANAGEMENT SERVICES
ATTACHMENT (Y/N): YES ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve Master Agreement MA# 106-498528 with Vacate Termite & Pest Elimination Company, Inc., (Vacate), in an annual amount of $350,000 plus a 20% contingency, for citywide pest control management services, commencing June 10, 2025 for a one year term, with four one-year optional renewals, for a total cumulative amount not to exceed $1,750,000; and authorize the Purchasing Agent to execute all necessary contractual documents related to the agreement in accordance with Regional Cooperative Agreement (RCA) 017-25010023 between the County of Orange and Vacate Termite & Pest Elimination Company, Inc.

DISCUSSION:

The proposed contract provides pest control management services at various City facilities, including office buildings, parks, gymnasiums, ball fields, the nature center and amphitheater, community centers, power plants, libraries, police stations, and fire stations. These services are essential to protect City property and ensure the health and safety of the public.

Scope of services includes the remediation and treatment of pests such as insects, rodents, termites, mosquitoes, birds, and other wildlife, as well as the safe removal and/or relocation of beehives. The contractor, Vacate, will provide routine maintenance, preventive treatments, bait stations, trap placements, and specialized services on an as- needed basis. The agreement also includes equipment rentals—such as aerial lifts— necessary for tasks like treating bee infestations and safely removing and relocating beehives from lighting structures and other elevated areas across more than 60 parks throughout the City.

The requested funding amount is based on historical service usage, projected needs at new locations, and potential increases in service levels at existing sites. It also consolidates funding from multiple existing pest control-related master agreements into a single contract. This consolidation is designed to streamline service delivery and establish a single-source solution for all of the City’s pest management needs.

The cooperative contract was awarded through a competitive solicitation conducted by the County of Orange, resulting in pre-negotiated pricing that ensures best value. As a participating agency under the County’s cooperative agreement, the City is able to leverage these competitive rates without conducting a separate formal bidding process.

Additionally, the City receives a 1% rebate on all purchases made under this contract, contributing to ongoing cost savings.

To maintain operational flexibility, staff is requesting City Council approval to include a contingency amount of up to twenty percent (20%) of the total contract value. This contingency would be available to address unforeseen needs that may arise during the term of the contract, without requiring further City Council approval. However, use of the contingency would still be subject to internal review and approval by Budget staff and the Purchasing Agent, ensuring continued oversight and fiscal responsibility.

The proposed contract is fully compliant with City Council Policy 4.0 and applicable purchasing regulations. Leveraging cooperative contracts allows municipalities to maximize resources, enhance service delivery, and benefit from the collective purchasing power of multiple public agencies—resulting in meaningful cost savings and ensuring the best overall value for the City.

IMPACT ON BUDGET:

Sufficient funds are available in the various departments' Fiscal Year 2024/25 budgets.

Funding for subsequent years will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred By,
Kari Bouffard Deborah A. Moreno
Purchasing Agent Finance Director/Treasurer
