CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: MAY 29, 2025
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE MASTER AGREEMENT FOR THE PURCHASE OF
SOLAR SURVEILLANCE CAMERA TRAILERS WITH
COWBOY CONCEALMENTS, LLC
ATTACHMENT (Y/N): YES ITEM # 07
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, approve Contract MA# 106-498529 with Cowboy Concealments, LLC, for the purchase of six solar-powered surveillance camera trailers for the Anaheim Public Utilities and Public Works Departments, in an amount not to exceed $179,400, for a one year term with four one-year optional renewals, and authorize the Purchasing Agent, or designee, to execute all necessary contractual documents and to exercise the renewal options as appropriate.
DISCUSSION:
The City of Anaheim remains committed to enhancing the safety and well-being of its residents, businesses, and visitors. In support of the City’s public safety objectives— namely, crime prevention, situational awareness, and rapid emergency response—staff recommends the purchase of six mobile surveillance camera trailers to strengthen operational readiness and real-time monitoring capabilities.
Each unit is a single-axle, A-frame trailer equipped with an electrical braking system for safe and efficient mobility. The trailers feature a 6-meter hydraulic mast, allowing for optimal camera positioning and broad field-of-view coverage in a variety of locations, including parks, civic centers, parking lots, and high-traffic corridors.
To support sustainable and independent operation, each trailer includes three 435W solar panels, a solar controller, and gel battery storage to ensure reliable power even during periods of low sunlight. For extended use under adverse weather conditions, a 3kW gasoline generator serves as a backup power source.
The trailers are outfitted with high-performance surveillance technology, including two Axis Q6135-LE PTZ cameras that offer 360-degree coverage and zoom functionality, and one Axis P3737-PLE camera for multi-directional monitoring. All video data can be Approve Master Agreement for the purchase of Solar Surveillance Cameras Trailers May 29, 2025
transmitted securely via a Peplink Max BR1 Pro 5G modem, providing real-time remote access for law enforcement and emergency personnel.
These trailers will be fully integrated with the City’s existing surveillance infrastructure and linked to the Anaheim Police Department’s Real-Time Crime Center. This connection enables faster threat detection, improved response coordination, and centralized data sharing across departments.
Three trailers will be used by the Public Works Department and three by Anaheim Public Utilities, supporting a Citywide approach to improving safety, increasing visibility, and enhancing coordination during special events or emergency situations.
The presence of these units is expected to serve as a visible deterrent, contribute critical video evidence for investigations, and aid in managing large crowds or incidents involving public safety. For Anaheim Public Utilities, trailers will be located to deter wire theft and vandalism of utility infrastructure.
Cowboy Concealments, LLC was selected through a competitive RFP process as the vendor best suited to meet the City’s requirements for high-quality, durable, and technologically compatible surveillance trailers. The vendor will provide delivery, setup, and training, as part of the contract, with an option to purchase additional towers as needed after further Council approval, if applicable.
Staff recommends approval of this purchase as a strategic investment in Anaheim’s security infrastructure, reinforcing the City’s commitment to innovation, public safety, and responsive service to the community.
This purchase supports the City’s Strategic Plan, Goal E – Support Public Safety, Strategy 6 – Upgrade and expand the Citywide camera network including traffic signals and facility security cameras.
IMPACT ON BUDGET:
Sufficient appropriation is available in the Public Works and Public Utilities Departments’ budgets. Funding for subsequent years’ renewals is subject to Council approval of budget appropriations.
Respectfully submitted, Concurred by, Concurred by, Kari Bouffard Rudy Emami Dukku Lee Purchasing Agent Director of Public Works Public Utilities General Manager
