CITY COUNCIL AGENDA REPORT
City of Anaheim

HOUSING & COMMUNITY DEVELOPMENT

DEPARTMENT
DATE: MAY 29, 2025
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: 2025-2028 WORKFORCE INNOVATION AND OPPORTUNITY

ACT UNIFIED LOCAL AND REGIONAL WORKFORCE PLANS
ATTACHMENT (Y/N): YES ITEM # 04
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve the 2025-2028 Workforce Innovation and Opportunity Act Unified Local and Regional Four-Year Plans and authorize the Mayor to sign the plans and modifications thereto, and related documents on behalf of the City.

DISCUSSION:

The City of Anaheim is a governor-designated Local Workforce Development Area as defined under the federal Workforce Innovation and Opportunity Act (WIOA). As a Local Area, the City receives an annual allocation of federal funds under the WIOA to provide a range of services to adult, dislocated worker and youth job seekers including job search assistance, resume and interview preparation, career assessment, occupational skills training, and on-the-job training. The WIOA further provides that each Local Area have a state-certified Local Workforce Development Board (WDB) charged with developing a local plan, convening, brokering and leveraging workforce development stakeholders, engaging employers, and providing program oversight.

Additionally, the City of Santa Ana and the County of Orange are also governor- designated Local Workforce Development Areas. Together with Anaheim, these three Local Workforce Areas comprise the state-designated Orange Regional Planning Unit (also known as the Orange Workforce Alliance). Every four years local workforce development boards and each Regional Planning Unit (RPU) submit a Local Plan and Regional Plan to the California Workforce Development Board.

Regional plans provide a general roadmap for aligning resources and coordinating effort to meet specific regional outcomes. For example, this Regional Plan emphasizes creating sustainable jobs that offer pathways to economic mobility. Local Plans provide an action plan for operationalizing the Regional Plan at the local level describing how people access services through the local workforce development system. From the example above this means deploying our local business services team to open more on-the-job training (OJT) opportunities with employers and helping the employer clearly describe for a job seeker how a given OJT position is a step along a career pathway. 2025-2028 Unified Local and Regional Workforce Plans

The Local and Regional Four-Year Plans also include recommendations for closer collaboration between the workforce system and the K-12 education system, fostering work-based learning opportunities, and adjusting workforce development service delivery according to our communities’ preferred modalities, such as via mobile and virtual content or in-person.

The regional and local planning process included a series of public forums with different partner and stakeholder groups including child support services, English language learners, WIOA core partners, and veteran’s services.

As required by the State, draft copies of the Unified Local and Regional Four-Year Plans were made available to WDB members and the general public for comments. A 30-day public comment period began January 29, 2025 and concluded February 28, 2025. The WDB and City must now jointly approve the Plans for subsequent submittal to the State, in concert with the other members of the Orange Workforce Alliance.

IMPACT ON BUDGET:

There is no budgetary impact.

Respectfully submitted,
Grace Ruiz-Stepter
Director of Housing & Community Development
