The proposed contract will provide APD with an attorney-consultant who will review and assist with policy development systems and processes; accountability systems including auditing and compliance procedures, disciplinary investigations, community complaint procedures, and reviews of uses of force and other critical incidents; programs and Agreement with Arif Alikhan, ESQ. and Alikhan Insights, LLC May 29, 2025

efforts to prohibit discrimination and workplace conflict; efforts to eliminate biased policing and promote procedural justice principles; training, education, and leadership development programs for sworn and civilian personnel; community engagement, partnerships, and outreach programs; efforts to promote transparency and public communication; and risk management and harm reduction efforts and initiatives.

On March 19, 2025, APD issued a Request for Proposal (RFP) for the referenced services on the OpenGov bidding system. 7,466 vendors were notified of the RFP through the OpenGov system based on the vendor’s registration classification for similar services, 16 vendors downloaded the RFP as prospective vendors, and eight vendors were considered applicants. Three responsive proposals were received from the following vendors: Alikhan Insights, LLC, Liebert Cassidy Whitmore, and Oppenheimer Investigations Group, LLP. Proposals were evaluated according to the vendor’s experience providing the type of service or similar services, the vendor’s resources, knowledge, and skills in relation to the services required, the experience and qualifications of personnel assigned to the contract, price, and responsiveness to the RFP. Following a thorough evaluation of each proposal submitted, Arif Alikhan, Esq., and Alikhan Insights, LLC demonstrated a clear advantage, with the best overall value based on the totality of factors considered in the review and scoring.
