DEPARTMENT
DATE: MAY 29, 2025
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: APPROVAL OF A RIGHT OF ENTRY AND LICENSE

AGREEMENT WITH MARIPOSA WOMEN AND FAMILY

CENTER FOR THE OPERATION OF THE FORMER CROWN
MOTEL LOCATED AT 1136 NORTH LA PALMA PARK WAY AS

INTERIM HOUSING
ATTACHMENT (Y/N): YES ITEM # 15
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve a Right of Entry and License Agreement (ACES Interim Housing Project) with Mariposa Women and Family Center, in substantial form, in the annual license amount of $1.00 plus site preparation costs, for the operation of the former Crown Motel located at 1136 North La Palma Park Way as interim housing, for an initial one-year term with two one-year optional renewals, authorize the City Manager, or his designee, to execute and administer the Right of Entry and License Agreement on behalf of the City; and authorize de minimis changes that do not substantially change the terms and conditions of the agreement, as determined by the City Attorney’s Office.

BACKGROUND:

In April 2024, the City of Anaheim was made a recipient of the State of California Housing and Community Development (State HCD) Encampment Resolution Grant (ERF-3R). The ERF-3R grant awarded the City of Anaheim funds to resolve encampments at La Palma Park and near the State Route 91 Lemon Street exits using an approach that prioritizes a clear pathway from the encampment site to permanent housing. Locally, the encampment resolution program is called the Anaheim Comprehensive Encampment Solutions (ACES) program.

A request for proposals was released by staff at the Anaheim Housing and Community Development Department (Anaheim HCD) in August 2024 to identify qualified service providers to render ACES activities. A selection panel comprised of a person with lived experience of homelessness and City staff from Anaheim HCD, Anaheim Police Department, and the Community Services Parks Division selected Mariposa Women and Family Center (Mariposa Center) as the most qualified service provider to implement activities for the ACES program. On October 29, 2024, City Council approved an agreement with Mariposa Center in the amount of $3,047,465.21. On November 1, 2024, the City executed the agreement with Mariposa Center to provide street outreach, interim shelter, and rapid rehousing interventions to households residing at and near the identified site.

Under the ACES agreement, Mariposa Center is contracted to provide mobile case management to at least 95 households in the area, interim housing services for up to 75 households, and rapid rehousing for up to 75 households. The ACES agreement took effect on November 1, 2024, and shall terminate on November 30, 2026, unless otherwise modified.

DISCUSSION:

Mariposa Center staff have been operating the ACES program since November 2024 and to date have served 42 individuals with case management and provided interim housing services to six individuals from the encampment site. Under program policies and procedures, households that are engaging with ACES case management have the option of moving out of the encampment site to non-congregate shelter, typically in scatter site motel rooms throughout the surrounding area, or to congregate shelter at the Anaheim Emergency Shelter as beds are available. Moving households to sheltered situations helps establish stability by allowing case managers to consistently locate individuals and build rapport conducive to enrolling individuals into peripheral services and gathering vital documentation for housing. Given the anticipated number of individuals eligible for interim housing services through ACES, staff is seeking approval to initiate interim housing operations at the recently acquired Crown Motel.

The site of the former Crown Motel is located at 1136 North La Palma Park Way, situated in the middle of the prioritized encampment site. The motel was acquired by the City of Anaheim in February 2025 to facilitate future Community Services use planning in the area. Before transitioning to the purposes of Community Services, staff is seeking to use the site as headquarters for the ACES program. This allows program staff to quickly place individuals in a supervised environment while providing community integration activities such as life skills classes, group therapy, and other communal activities during their interim stay. City staff believe this integrated model is more conducive to promoting housing placements and stability than the current scatter site model, which does not allocate shared space for such endeavors.

Under the proposed Right of Entry and License Agreement, the site will be operated by Mariposa Center and will include light rehabilitation to bring outdated units up to habitable standards while being monitored 24 hours a day by on-site staff and security personnel. Proposed rehabilitation and operational resources are anticipated to come from allocations of federal Emergency Solutions Grant funding. The property will be licensed to Mariposa Center for $1.00 annually for an initial one-year term with the option to renew for two additional one-year terms, and will include one-time site preparation costs associated with entry to the property. The anticipated leasing of the Crown Motel to the ACES program allows the City to maximize on a limited budget available for interim shelter services and leverage the expertise of the service provider.

Mariposa Center has a strong history of providing behavioral health and wellness services to the community and is a CalOptima Health contracted Enhanced Case Management provider. Many Mariposa Center staff have a history of prior homelessness, bringing expertise that balances service delivery informed by lived experience with accountability measures needed to exit homelessness. Of the individuals residing at the prioritized encampment site, 31 persons (73% of individuals served) were identified as being chronically homeless, implying the need for high levels of case management and the likelihood of multiple barriers to housing lease up. A centralized location close to the activity site allows staff to provide services that promote Approval of Right of Entry and License Agreement with Mariposa Women and Family Center May 29, 2025

stability for a high-need population while limiting visits to multiple motel sites to offer case management and housing navigation services to participants.

The former Crown Motel Right of Entry and License Agreement and Anaheim Comprehensive Encampment Solutions program supports the City’s Strategic Plan Goal B: Enhance Livability, Strategy 9: Maintain and expand services to address homelessness and its impacts.

IMPACT ON BUDGET:

There is no material budgetary impact.
