CITY COUNCIL AGENDA REPORT
City of Anaheim

PUBLIC UTILITIES DEPARTMENT
DATE: JUNE 10, 2025
FROM: PUBLIC UTILITIES DEPARTMENT
SUBJECT: AGREEMENT WITH BLUEBLOSSOM CONSULTING FOR

EDUCATIONAL CONSULTING SERVICES FOR THE

SUSTAINABILITY EDUCATION CENTER
ATTACHMENT (Y/N): YES ITEM # 09
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion:

1. Approve an agreement with Allison A. Martin, an individual, dba Blueblossom Consulting (Blueblossom), for educational consulting services for the Sustainability Education Center (Agreement), with an initial term of three years and up to two optional one-year extensions, at an annual not-to-exceed cost of $90,000, plus a 10% contingency for as-needed extra services; and

2. Authorize the Public Utilities General Manager, or designees, on behalf of the City of Anaheim (Anaheim), to execute the Agreement and any related documents, including any cost-neutral amendments of the Agreement and any documents contemplated by the Agreement, and to take such necessary or advisable actions to implement, fund, and administer the Agreement.

DISCUSSION:

At its meeting on May 28, 2025, the Public Utilities Board recommended that the City Council approve the Agreement with Blueblossom.

Anaheim Public Utilities (APU) is currently in the construction phase of the Sustainability Educational Center (SEC) that will serve as a demonstration center for energy and water sustainability initiatives and facilitate career exploration. The project is scheduled to be complete in Fall 2025, and APU is currently developing programs and educational content to activate the facility to support residents and student field trips.

Based on feedback from local school administrators and teachers, a major benefit of the SEC would be to align energy and water programs with the State Board of Education’s Next Generation Science Standards for Public Schools. As such, APU seeks the services of an educational consultant to develop programs and instructional materials to be utilized at the SEC when students attend field trips. As with exhibits at the SEC, educational materials will be available in both English and Spanish.

In March 2025, APU issued a Request for Proposal (RFP) for a qualified consulting firm to provide educational consulting services for environmental and utility-themed curricula and student programs for the SEC. The scope of services includes developing a curriculum framework, developing interactive, multimedia curriculum appropriate for various grade levels, provide training to APU staff, and preparing collateral materials for use during student field trips.

APU received five proposals, and each proposal was evaluated in accordance with Council Policy 4.1 – Selection of Professional Consultants, based on their ability to meet the scope, relevant experience, technical expertise, a record of success with other agencies, and reasonableness of costs. The five firms were ranked as follows:

Respondents Rank
Blueblossom Consulting 1
Orange County Department of Education 2
GSI Environmental 3
Frontier Consulting 4
Tigers Level Up LLC 5
Blueblossom’s proposal was selected based on its comprehensive approach which fully addressed the scope of work while offering the lowest proposal cost. Blueblossom’s qualifications include Environmental Educator certification by the North American Association for Environmental Education, and National Association for Interpretation certification. Blueblossom has experience delivering educational consulting services to the City of Roseville’s municipal utility that operates a similar Utility Exploration Center. They have also provided student educational services to the City of Benicia for water and wastewater programs, and the City of Woodland for waste diversion.

The proposed three-year Agreement includes an option for up to two one-year extensions, with an annual not-to-exceed amount of $90,000, plus a 10% contingency for as-needed extra services.

The Agreement supports the Citywide Strategic Plan, Goal B – Enhance Livability, Strategy 5 – Expand community engagement and communication opportunities through outreach.

IMPACT ON BUDGET:

Funds for this Agreement are included in APU’s proposed Fiscal Year 2025/26 restricted Utility Fund budget and are subject to City Council approval of budget appropriations.

Respectfully submitted,
Dukku Lee
Public Utilities General Manager
