ATTACHMENT (Y/N): YES ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion:

1. Award a construction contract (Contract) for the Harbor Substation Line Extension Project Phase 1 (Project) to the lowest responsive bidder, Henkels & McCoy West, LLC (H&M), of Pomona, California, Contractor’s License No. 183393, Classifications A, C-10, and C31, in the amount of $3,613,824 plus a 10% contingency;

8. Hampton Tedder Electric Co. ....................................................$5,746,431.00 H&M is recommended for the Contract award as the lowest responsible bidder. H&M’s bid price reflects the current bidding environment and appears to be reasonable. Liquidated damages for this Project are set at $1,000 per day.

This Project provides new underground electrical infrastructure along Disney Way and crossing Harbor Boulevard to serve the Disneyland Resort (DLR), as well as to relieve other heavily loaded circuits in the nearby vicinity. The proportional cost for providing electrical service to DLR will be fully reimbursed. The Project will also provide additional circuit capacity and operational flexibility to restore power more efficiently during outages.

The Project is tentatively scheduled to begin construction in the third quarter of 2025, with completion expected by the third quarter of 2026. The construction activities will be directly coordinated with Public Works Traffic Management to minimize impacts to visitors and affected properties within the Project limits.

COMMUNITY WORKFORCE AGREEMENT (CWA):

This Project is not covered “Project Work” as defined in the Amended and Restated Community Workforce Agreement (CWA). Electric utility work on high voltage utility equipment and other special utility construction work are specifically exempt and excluded from the scope of the CWA.

ENVIRONMENTAL DETERMINATION:

Staff recommends that City Council determine that the Project is categorically exempt from CEQA pursuant to Sections 15301(b), 15302(c), and 15303 of Title 14 of the California Code of Regulations. The Project will consist of installing new underground electrical facilities and installing minor street apparatuses which do not have the potential to create a significant effect on the environment.

IMPACT ON BUDGET:

Sufficient funds are budgeted in the Utilities Department’s Fiscal Year 2024/25 Electric Capital Improvement Program budget from restricted Electric Utility funds.

Respectfully submitted, Concurred by,
Rudy Emami Dukku Lee
