CITY COUNCIL AGENDA REPORT
City of Anaheim

COMMUNITY SERVICES DEPARTMENT
DATE: JUNE 17, 2025
FROM: COMMUNITY SERVICES DEPARTMENT
SUBJECT: PARKS, RECREATION, HUMAN AND NEIGHBORHOOD
SERVICES FEES FOR FY 2025/2026
ATTACHMENT (Y/N): YES ITEM # 20-C
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That City Council, by Resolution, establish fees to be charged for Parks, Recreation, Human and Neighborhood Services programs and services commencing 30 days from the date of adoption.

DISCUSSION:

The Community Services Department offers a variety of innovative facilities, programs and services to improve the quality of life in Anaheim. Many of these programs are offered free of charge, while a few are assessed a nominal fee. As a part of the budget preparation process, staff has evaluated current fees charged for various programs and services. These include fees for park and facility rentals, youth enrichment activities and camps, recreation classes, special events, and other Community Services programs.

These fees were last updated in FY 2024/2025, and since then costs related to these programs and services have continued to increase. As such, a 3% increase rounded up to the next dollar is being proposed for all user fees to offset rising labor and program material costs. A summary of the current and proposed fees for FY 2025/2026 is presented in Exhibit A. The Parks and Recreation Commission made a thorough review of the proposed fees and gave its support at their meeting on April 23, 2025. City Council approval of these fees would allow them to take effect thirty (30) days following the date of adoption.

In addition, the following new fees were added to increase program offerings and cover administrative processing fees:
 Processing Fee for New Telecommunications Agreements – New one-time fee charged for administrative processing related to the establishment of new telecommunication equipment on Community Services property. The fee covers the direct involvement of staff in assisting the carrier through multiple stages of the process, including but not limited to executing the agreement, finalizing construction plans, and overseeing the construction phase to ensure proper compliance and completion.

 Extra Staff Fee (Senior Program Specialist) – This fee helps cover direct costs when specialized part-time staff are needed to help with special events.  Drop-in Play Fee, Parent’s Night Out Fee, and Pickleball League Fee – These fees have been added to expand current program offerings.

Finally, some existing fees which are included in Master Agreements, Contracts, or Purchase Orders were removed, as indicated in the attached Redline Fee Schedule.

Other fees were deleted as they were duplicates that already existed within the fee schedule.

When reviewing the proposed fees, please note that fee-based programs do not include the many free programs offered at local parks, playgrounds, community centers, family resource centers, and youth centers. These services continue to be supported by General Fund tax dollars and other revenue sources for the benefit of all Anaheim residents.

Staff is confident that care has been taken to adjust fees as necessary and is cognizant of the City Council’s desire to keep our fee structure as reasonable and moderate as possible for residents.

IMPACT ON THE BUDGET
The proposed fees and charges have been included in the proposed FY 2025/2026 budget for the Community Services Department.

Respectfully submitted,
Sjany Larson-Cash
Director of Community Services
