City of Anaheim
FIRE & RESCUE DEPARTMENT
DATE: JUNE 17, 2025
FROM: FIRE & RESCUE DEPARTMENT
SUBJECT: VERY HIGH FIRE HAZARD SEVERITY ZONE ORDINANCE
(SECOND READING)
ATTACHMENT (Y/N): YES ITEM # 18
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Ordinance, amend various sections of Chapter 16.40 of Title 16 of the Anaheim Municipal Code relating to the designation of Very High Fire Hazard Severity Zones (VHFHSZ) within the City of Anaheim.
That the City Council, by Motion, determine that the proposed amendments are not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2), 15060(c)(3), 15378, and 15061(b)(3) of Title 14 of the California Code of Regulations.
DISCUSSION:
On June 10, 2025, the City Council introduced the subject Ordinance amending various sections of Chapter 16.40 of Title 16 of the Anaheim Municipal Code relating to the designation of Very High Fire Hazard Severity Zones within the City of Anaheim. The intent of the ordinance is to comply with the state mandate to adopt the revised Fire Hazard Severity Zone maps which now include Moderate, High, and Very High zones, which reflect improved wildfire modeling and greater recognition of urban-wildland interface vulnerabilities.
If adopted, the Ordinance will become effective in 30 days.
Environmental Impact Analysis: Staff recommends that the City Council determine that the proposed amendments are not subject to CEQA. The amendments do not involve any physical changes to the environment and do not have the potential to cause a significant effect on the environment. Thus, the activity is exempt from CEQA under Sections 15060(c)(2), 15060(c)(3), 15378, and 15061(b)(3) of the CEQA Guidelines.
