ATTACHMENT (Y/N): YES ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, approve Master Agreement MA#106-498473 with Haaker Equipment Company, in an annual amount not to exceed $150,000 with a cumulative amount not to exceed $600,000 plus a 20% contingency per year, for Elgin sweeper parts, Vactor parts, and additional parts and supplies as needed effective through July 8, 2029; and authorize the Purchasing Agent to execute all contractual documents related to the agreement in accordance with Cooperative Contract MA-080-24011317 between the County of Orange and Haaker Equipment Company.
DISCUSSION:
The Public Works Department is responsible for maintaining essential City infrastructure and delivering core services that directly impact the quality of life for residents, businesses, and visitors. Among these services are routine street sweeping and sewer system maintenance, both of which are critical to public health, environmental protection, and the overall cleanliness and aesthetics of the City.
To support these operations, the City relies on a fleet of specialized equipment, including two (2) Elgin Broom Bear sweepers and five (5) Vactor trucks equipped with advanced sewer cleaning systems. Due to the specialized nature of this equipment, timely access to manufacturer-approved replacement parts is vital for ensuring operational reliability and minimizing service downtime.
Haaker Equipment Company is the region’s sole authorized dealer for both Elgin and Vactor equipment. As the exclusive distributor, Haaker provides factory-certified OEM (Original Equipment Manufacturer) parts that ensure compatibility, safety, and optimal performance of the City’s fleet. OEM parts also help extend equipment lifespan and reduce risks associated with non-certified alternatives.
Approve Master Agreement with Haaker Equipment Company for Elgin Sweeper Parts, Vactor Parts, & Additional Parts & Supplies June 17, 2025
In addition to parts, Haaker offers technical support, warranty services, equipment rentals, and expedited parts delivery for emergency repairs. Maintaining this partnership is essential to ensuring consistent and reliable street sweeping and sewer maintenance services.
The requested contract amount is based on estimated annual usage derived from historical data and projected operational needs. The 20% contingency is included to cover unforeseen requirements, such as the rental of specialized vehicles when existing units are temporarily out of service or to augment the fleet during periods of increased demand.
This flexibility will help the City ensure uninterrupted service delivery.
The proposed contract is fully compliant with City Council Policy 4.0 and applicable purchasing regulations. Leveraging cooperative contracts allows municipalities to maximize resources, enhance service delivery, and benefit from the collective purchasing power of multiple public agencies—resulting in meaningful cost savings and ensuring the best overall value for the City.
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works Department’s Fiscal Year 2024/25 budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
