CITY COUNCIL AGENDA REPORT
City of Anaheim
FIRE AND RESCUE DEPARTMENT
DATE: JUNE 17, 2025
FROM: FIRE AND RESCUE DEPARTMENT
SUBJECT: FIRE AND RESCUE DEPARTMENT FEE SCHEDULES FOR
FISCAL YEAR 2025/26
ATTACHMENTS (Y/N): YES ITEM # 20-G
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That City Council, by separate Resolutions, authorize the adjustment of existing fees and the establishment of new fees to be charged by the Anaheim Fire & Rescue Department for Fiscal Year (FY) 2025/26.
DISCUSSION:
The Anaheim Fire & Rescue Department (Anaheim Fire & Rescue) serves the community by providing the highest level of emergency/rescue services, hazard prevention and safety education to protect life, property, and the environment. In support of these services and prevention activities, Anaheim Fire & Rescue charges fees for services related to Emergency Medical Services (EMS) and Community Risk Reduction activities, including life safety business inspections to ensure compliance with the California Fire Code and building plan review in support of development activities within the community.
Anaheim Fire & Rescue recommends a 3% increase for most fees related to the EMS program. The EMS program supports special events, hosted at local venues such as the Anaheim Convention Center and Angel Stadium, by providing paramedics and/or ambulances with Emergency Medical Technicians (EMTs). These EMS resources ensure the safety and well-being of attendees by providing prompt medical assistance and managing potential health emergencies. Anaheim Fire & Rescue also recommends fee increases that exceed 3% for fees related to Paramedics, Ambulances (with 2 EMTs), and a new fee for a Battalion Chief in support of special events. The Paramedic fee is proposed to increase from $150/hour to $160/hour because of contractual labor increases. The fee to provide an Ambulance (with 2 EMTs) is proposed to increase from $140/hour to $145/hour to account for increased operating costs related to Consumer Price Index (CPI) increases for 2025 and 2026. The new fee to provide a Battalion Chief to support special events is proposed at $150/hour. Increased cost recovery resulting from these changes will potentially be $698,250 for FY 2025/26.
Anaheim Fire & Rescue recommends a 3% increase for most fees related to the Life Safety program, supported by the department’s Community Risk Reduction division. The Life Fire and Rescue Department Fee Schedules for Fiscal Year 2025/26 June 17, 2025
Safety program provides various services to the community. These services include but are not limited to fire safety inspections, fire-code permits, and plan review services to ensure compliance with the California Fire Code. The only Life Safety fee that will exceed a 3% increase is the Trade Show Plan Check Fee, related to services provided after hours (after 5pm) or on the weekends. The fee was $82/hour, and it is proposed to increase to $126/hour. The reason is that the previous fee structure ($82/hour) was calculated using normal business hour rates, and did not consider the actual overtime rates charged after 5pm and on weekends. Increased cost recovery resulting from these changes will potentially be $51,650 for FY 2025/26.
Anaheim Fire & Rescue recommends a 3% increase for all fees related to the Certified Unified Program Agency (CUPA) program. The CUPA is a hazardous materials reporting and regulatory program, mandated by the State, which requires that staff monitor the location of hazardous materials throughout the City to preserve the health and safety of the community. Because expenses for this program are largely driven by personnel costs, increasing CUPA fees is necessary to continue operating the program without future General Fund support. Increased cost recovery resulting from the proposed 3% fee increase is $26,840 for FY 2025/26.
Resolutions for each fee increase are attached to this report and include exhibits detailing the proposed fees.
IMPACT ON BUDGET:
Revenue from the proposed fee changes is estimated to be $776,740 and is included in the proposed FY 2025/26 Budget for Anaheim Fire & Rescue.
Respectfully submitted,
Patrick Russell
Fire Chief
