DISCUSSION:
The Anaheim Police Department has an existing partnership with Lexipol, LLC which plays a critical role in maintaining the integrity, relevance, and effectiveness of the Department’s policies and training programs. Lexipol has been a trusted collaborator for many years, providing comprehensive management of both the Police Department Policy Manual and the Detention Facility Policy Manual. Through this partnership, the Department benefits from continuous policy updates that incorporate changes in legislation, regulatory mandates, and evolving industry best practices. This ensures our policies remain aligned with current legal standards and professional guidelines, thereby supporting departmental compliance and operational excellence.
In addition to policy management, Lexipol delivers daily training bulletins that serve as an essential tool for reinforcing staff’s understanding of key policies and procedures.
These bulletins help maintain a high level of awareness and adherence among all personnel, promoting consistency and professionalism across the Department.
In 2024, Lexipol expanded to acquire the Law Enforcement Field Training Application (LEFTA) platform. LEFTA is a web-based application specifically designed to enhance the management of field training and performance evaluations. The platform supports the Department’s Field Training Officer (FTO) program by automating key aspects of Approve Contract MA# 106-498476 with Lexipol, for the Purchase of Public Safety Training and Simulation Equipment and Technology

training assessments, performance tracking, and recordkeeping for a broad range of personnel, including patrol officers, dispatchers, cadets, jail staff, and both sworn and professional staff members. By leveraging LEFTA, APD improves the accuracy and efficiency of training documentation, fosters accountability, and streamlines administrative processes related to workforce development.
Overall, the continued partnership with Lexipol, including the integration of the LEFTA platform, positions the Anaheim Police Department to uphold the highest standards of public safety service, training, and accountability, while ensuring compliance with the latest legal and procedural requirements.
The proposed contract is fully compliant with City Council Policy 4.0 (f) and purchasing regulations. Utilizing cooperative contracts allows municipalities to maximize resources, improve service delivery, and leverage the collective purchasing power of multiple public sector entities, resulting in significant cost savings to ensure the best value for the City.

Sufficient funds are available in Polices Fiscal Year 2024/25. Funding for subsequent purchases will be subject to Council’s approval of budget appropriations.
