RECOMMENDATION:
That the City Council, by Motion, approve Contract MA# 106-498477 with L.N. Curtis and Sons for the purchase of firefighting equipment and rescue tools with related supplies and accessories for the Anaheim Fire and Rescue Department (AF&R), in a cumulative amount not to exceed $1,550,000 , inclusive of all applicable taxes and fees, effective upon contract execution through April 4, 2028, with three optional one-year renewals; and authorize the Purchasing Agent to execute all necessary contractual documents related to contract in accordance with cooperative Contract # O020124-LNC between Sourcewell and L.N. Curtis and Sons; and approve the initial purchase against the contract for the amount not to exceed $400,000.
DISCUSSION:
Anaheim Fire & Rescue is committed to protecting public safety and ensuring the welfare of its firefighters through strict adherence to national and industry standards. To support this commitment, AF&R seeks to establish a purchasing agreement that provides streamlined access to a comprehensive catalog of trusted manufacturers and equipment providers to be used to acquire essential operational equipment critical for daily fire suppression efforts. Specialized equipment to be procured includes rescue tools, waterflow systems, hazardous materials response gear, and other advanced firefighting and suppression devices.
The Purchasing Division is leveraging a cooperative contract between Sourcewell and L.N. Curtis and Sons, which significantly reduce procurement timelines, avoid the higher costs associated with one-off purchases, and ensure consistent, high-quality equipment across its operations. This agreement will streamline the procurement process, improve operational efficiency, and ensure timely access to reliable, standardized tools that support the department’s mission.

The total not-to-exceed amount for the six-year term is $1,550,000, determined based on historical usage patterns and projected future needs. These estimates account for expected cost increases and are intended to ensure consistent operational readiness throughout the agreement term. The table below illustrates the estimated expenditure over the life of the contract, detailed by Fiscal Year:
Fiscal Year Anticipated Expenditure
FY 2025/26 $400,000
FY 2026/27 $100,000
FY 2027/28 $275,000
FY 2028/29 $275,000
FY 2029/30 $400,000
FY 2030/31 $100,000
Over the life of the agreement, it will serve as a reliable resource for replacing aging or damaged equipment and meeting future operational needs. Standardizing equipment across the fleet enhances interoperability among apparatus and crews, reduces training time associated with unfamiliar tools, and minimizes downtime resulting from compatibility issues or sourcing delays. The establishment of the multi-year contract streamlines the procurement process by decreasing repeated efforts for separate bids and contracts.
To preserve appropriate levels of approval, ensure proper review against budget availability, and maintain transparency of purchases, orders against this contract are subject to the following:
- All orders initiated will require the review and approval of the Purchasing and Budget offices of the Finance Department.
- If the total order exceeds the Purchasing Agent’s authority of $100,000, the order will be subject to City Manager approval and review.
- If the total order exceeds the City Manager’s authority of $200,000, the order will require the requesting department to obtain City Council approval. - The review process will also take into consideration any splitting of orders that may warrant the review for the combined total, rather than the individual values.
The department’s immediate focus is to upfit four new fire engines with standardized equipment necessary to support emergency response operations. With the approval of the agreement, the department is also requesting approval for the first purchase against the agreement, with a total not to exceed amount of $400,000, to outfit four new fire vehicles, estimated at approximately $75,000 each, and to support the replacement of damaged or end-of-life equipment along with essential tools and consumables.

Cooperative agreements are a widely accepted best practice in public sector purchasing, enabling agencies to optimize procurement processes, achieve better pricing, and enhance service delivery by leveraging the collective buying power of multiple public entities.
Establishing this purchasing agreement will allow Anaheim Fire & Rescue to continue delivering high-quality emergency services to the community while ensuring the safety, capability, and readiness of its personnel. The agreement supports the department’s strategic goals of enhancing operational readiness, promoting firefighter safety, and maintaining consistent, reliable service to the public.
