CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: JUNE 17, 2025
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE MASTER AGREEMENT WITH FLEET SERVICES
INC. FOR AS NEEDED MAINTENANCE AND REPAIR
SERVICES FOR HEAVY DUTY VEHICLES
ATTACHMENT (Y/N): YES ITEM # 07
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by motion, approve Master Agreement MA#106-498478 with Fleet Services Inc., in an annual amount not to exceed $150,000 with a cumulative amount not to exceed $750,000 plus a 20% contingency per year, for maintenance and repair services of heavy-duty vehicles on an as-needed basis effective through February 21, 2030; and authorize the Purchasing Agent to execute all contractual documents related to the agreement in accordance with Cooperative Contract MA-080-24011611 between the County of Orange and Fleet Services Inc.
DISCUSSION:
The Public Works Department, through its Fleet Division, is responsible for maintaining the City's extensive inventory of vehicles, which includes a significant number of large, heavy-duty vehicles. The heavy-duty vehicle fleet consists of 30 International Trucks, 3 Kenworth trucks, and 44 Freightliners. These vehicles are critical to delivering essential City services such as sewer maintenance using Vactor jetter trucks, street cleaning with Elgin street sweepers, solid waste transport with dump trucks, utility support through aerial lift trucks for linemen, pole setting using digger derrick trucks, and specialized fire apparatus that patrol the Anaheim Hills area.
This diverse fleet comprises aging vehicles requiring frequent and often costly repairs and newer trucks with high maintenance costs. With an estimated 2–3 year lead time for the purchase and delivery of new trucks, it is essential that the City maintain the existing fleet in fully operational condition to ensure uninterrupted service.
Fleet Services Inc., a local Anaheim-based vendor, offers comprehensive repair and maintenance services, fixed labor rates, discounted pricing, and a wide variety of parts and technical support that align well with the City’s requirements. They are a trusted vendor under Cooperative Contract MA-080-24011611 through the County of Orange, which provides a competitively bid agreement that the City can utilize.
Approve Master Agreement with Fleet Services Inc. for As Needed Maintenance and Repair Services for Heavy Duty Vehicles June 17, 2025
The proposed agreement amount is based on historical expenditure data and projected service requirements. The inclusion of a 20% contingency ensures flexibility for addressing unforeseen repairs or parts purchases that may arise during the contract term.
The proposed contract fully complies with City Council Policy 4.0 and applicable purchasing regulations. Leveraging cooperative contracts allows municipalities to maximize resources, enhance service delivery, and benefit from the collective purchasing power of multiple public agencies, resulting in meaningful cost savings and ensuring the best overall value for the City
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works Department’s Fiscal Year 2024/25 budget. Funding for subsequent years will be subject to the Council’s approval of budget appropriations.
Respectfully submitted, Concurred by, Kari Bouffard Rudy Emami Purchasing Agent Director of Public Works
