GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, take the following actions:
1) Approve Professional Services Agreements between the city of Anaheim and the following twelve consulting firms for On-Call Professional Services for Environmental Review: CASC Engineering and Consulting, Inc.; Chambers Group, Inc.; Dudek; EcoTierra Consulting Inc.; Environment Planning Development Solutions, Inc., dba EPD Solutions, Inc.; FCS International, Inc., dba FirstCarbon Solutions; Harris and Associates, Inc.; Helix Environmental Planning, Inc.; Kimley-Horn and Associates, Inc.; LSA Associates, Inc.; PlaceWorks Inc.; and Psomas; each for a term of five years in an amount not to exceed $1,000,000; and
2) Authorize and direct the Planning and Building Director or her designee to execute the agreements on behalf of the City.

DISCUSSION:

The Planning and Building Department retains consultants to assist staff with the preparation or peer review of environmental documents for development projects that may significantly impact the physical environment. Using a pre-approved list of qualified firms enables staff, in consultation with project applicants, to quickly select a consultant for an individual project, helping to streamline review and reduce processing time and costs. The City established a list of qualified environmental consulting firms in 2005 and subsequently updated it in 2010, 2015, and 2020. The current list of ten on-call consultants will expire on June 30, 2025.

Following a comprehensive Request for Proposals (RFP) process, staff have selected twelve highly qualified consulting firms to provide the aforementioned services. The consultants would be pre-qualified for a five-year term.

Proposal Evaluations
In March 2025, the city issued an RFP for on-call environmental review services to support the Planning Services Division and received 17 responses. A committee of Planning Services staff reviewed and evaluated the proposals based on the following criteria outlined in the RFP:
 The firm’s specific methods and techniques applied to environmental review;  Firm’s experience and references;
 Proposed Staffing Plan including:
o Qualifications of the specific individuals who will work on the project; o Amount of time and involvement of key personnel who will be involved in respective portions of the project; and
 Reasonableness of the fees requested to do the work.

Based on their experience and demonstrated qualifications, staff recommends that the Council approve agreements with twelve consulting firms, seven of which are currently on the City’s list of on-call consultants, including:
 Dudek
 EcoTierra Consulting, Inc.
 FCS International, Inc., dba FirstCarbon Solutions
 Kimley-Horn and Associates, Inc.
 LSA Associates, Inc.
 PlaceWorks, Inc.
 Psomas
The five new firms are:
 CASC Engineering and Consulting, Inc.
 Chambers Group, Inc.
 Environment Planning Development Solutions, Inc., dba EPD Solutions, Inc.  Harris and Associates, Inc.
 Helix Environmental Planning, Inc.

Three firms on the City’s expiring list of on-call consultants did not apply for or respond to the 2025 RFP.

Agreement Terms
The proposed agreements would have a term of five years, with a not-to-exceed amount of $1,000,000 per agreement. Staff assigns the environmental review work to consultants based on submitted scopes of work tailored to the specific needs of each development project requiring these services.
