CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF FINANCE
DATE: JUNE 17, 2025
FROM: FINANCE DEPARTMENT
SUBJECT: RESOLUTION ADOPTING THE FISCAL YEAR 2025/26 BUDGET ATTACHMENT (Y/N): YES ITEM # 20-A
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Resolution, adopt the Fiscal Year (FY) 2025/26 Budget as submitted, with any revisions made by the City Council.
DISCUSSION:
On May 30, 2025, the Proposed FY 2025/26 Budget was made available to the Mayor, City Council, and the public for inspection in accordance with Article XII of the City Charter. Budget workshops were held on June 10 and 17, concluding with a public hearing on June 17 in which the budget was presented and the public was provided the opportunity to comment. Additionally, the Budget, Investment and Technology Committee (BIT) held public meetings on May 28 and June 4 to discuss the budget and provide additional opportunities for public comment.
The Proposed FY 2025/26 Citywide Budget is $2,409,886,886, an increase of 4% from the current adopted budget. Proposed General Fund expenditures total $527,232,785, an increase of 7%. The General Fund increase is due to contractual salary and benefit increases, new positions that have been added, including five new sworn police positions and a Fire Company beginning March 2025, for the Platinum Triangle Fire Station, internal service charges related to information technology support and fleet and facility maintenance, and operating costs for the ambulance program, which are revenue offset.
The budget maintains existing services including the largest complement of sworn Police and Fire personnel ever and continued and refocused efforts to respond to and support homeless services. The budget projects modest growth in the Big Three General Fund revenues, which include TOT, sales tax, and property tax. There is a structural deficit in the General Fund. Still, the use of one-time proceeds remaining from the 2021 Working Capital bonds, proceeds from the sale of the Hilton parking structure, and $10 million previously set aside for debt repayment allows us to balance the operating plan until the repayment of LPMR in 2027. The sustainability of the General Fund Five-Year Forecast relies on fiscally prudent decisions and prioritized spending. New financial obligations or an economic downturn could delay repayment of LPMR, reduce reserves below recommended levels, or require changes to service delivery.

Citywide budget appropriations for FY 2025/26 total $2,409,886,886, including General Fund budget appropriations of $527,232,785, except as otherwise revised by the City Council.
Respectfully submitted,
