CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: JUNE 17, 2025
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: PUBLIC WORKS FEE SCHEDULE FOR FY 2025/26
ATTACHMENT (Y/N): YES ITEM # 20-I
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, authorize the adjustment of various service and permit fees to be charged by the Department of Public Works (Department).

DISCUSSION:

The fee schedule details the service and permit fees being recommended for an increase by the Department. It provides for an equitable distribution of costs and ensures that those receiving services will not pay more than the actual cost of the services provided. The fees are generally described below.
 Plan Review & Engineering: $178/hr to review development plans (e.g., grading, sewer, street).
 Construction Inspection: $156/hr (regular) and $179/hr (overtime) for field inspections.
 Specialty Services: Includes sewer camera inspections ($202/hr), surveying ($274/hr), and real property reviews.
 Administrative Fees: Charges for clerical support, document processing, and mailing.
 Traffic & Design Studies: Deposits from $2,430 to $7,970 based on project scale (e.g., traffic impact, sewer/hydrology studies).
 Development Plan Check Deposits: Vary by type of improvement plans.  Grading & Utility Review: Fees based on linear feet or per unit for sewer, storm drain, and grading plans.

For FY 2025/26, it is recommended to increase service and permit fees by 3% for the purpose of keeping pace with increases in CPI, as well as the labor costs of providing services. Some Service Fee Deposits are proposed to increase by more than 3% in order to align with actual costs and better serve customers. Public Works Developer Impact Fees are not changing and will be evaluated at a future time.
