DISCUSSION:
The Youth Service Corps Homelessness Pilot is a Governor's initiative administered by California Volunteers. Included in Governor Newsom’s 2024 budget, the Youth Service Corps Homelessness Pilot provides $2.5 million for youth workforce development in the 13 largest cities in California. As one of the 13 largest cities in California, Anaheim was invited to submit an application.
The program was created to help build opportunities for young people between the ages of 16 and 30, with a particular emphasis on youth who are low-income, are unemployed, and/or out of school, and/or are facing housing insecurity. These individuals will train as navigators to help Californians at risk of or experiencing homelessness attain an array of social services determined to be a priority by the City, such as healthcare, public benefits, and housing.
Resolution – Youth Jobs Corps Initiative
July 15, 2025
With its successful application, the City of Anaheim will receive $1,250,000 to serve up to 17 youth who will be assigned to local organizations currently operating homelessness programs, including prevention, outreach, emergency shelter, and rapid rehousing services. Navigators will be paid a wage starting at $18 per hour. This will be a year- round program, and assignments will last from 8 to 12 months.
Organizations from the Anaheim network of homeless services providers who have agreed to participate in the pilot and host/train participants include Covenant House, Mariposa Women and Family Center, City Net, JMh Anaheim, and The Salvation Army.
These organizations may recruit from within their service populations and refer them for participation in the program, and will subsequently provide the daily training and supervision of assigned participants. The Housing and Community Development Department’s Homeless Services Division will provide participant onboarding support, and the Workforce Development Division will provide intake, case management, wrap- around services, and overall project administration.
At least 50% of the funding in this grant must be used to pay wages to the participants, while 40% may be used for case management, training, supervision, and other programmatic costs. The remaining 10% is reserved for administration. The application and subsequent Standard Agreement with the State (Attachment 2) provide an overview of the activities in which recruited youth will participate.
The State requires each awardee to adopt a resolution officially authorizing the following: (1) the City’s acceptance of $1,250,000 in State funds to implement the Youth Service Corps Homelessness Pilot; (2) the City’s participation in and administration of the Youth Service Corps Homelessness Pilot; and (3) the City Manager’s, or designee’s, execution of any and all documents and agreements required for the City’s administration of the Youth Service Corps Homelessness Pilot. In addition, the resolution (Attachment 1) acknowledges that the City is responsible for administering the funds in accordance with all State award requirements.
This project is in line with City’s Strategic Plan Goal A, Maintain Financial Responsibility, Strategy 2 – Continue proactive pursuit of state and federal grant funds, and Goal B, Enhance Livability, Strategy 9 – Maintain and expand services to address homelessness and its impacts.
IMPACT ON BUDGET:
This grant award in the amount of $1,250,000 is included in the Housing and Community Development Department’s FY 2025/26 Workforce Development budget.
Respectfully submitted,
Grace Ruiz-Stepter
