CITY COUNCIL AGENDA REPORT
City of Anaheim

COMMUNITY SERVICES DEPARTMENT
DATE: JULY 15, 2025
FROM: COMMUNITY SERVICES DEPARTMENT
SUBJECT: APPROVE A FOURTH AMENDMENT TO LEASE AGREEMENT

BETWEEN PLACENTIA-YORBA LINDA UNIFIED SCHOOL

DISTRICT AND THE CITY OF ANAHEIM FOR CONTINUED USE

OF RIO VISTA ELEMENTARY SCHOOL PROPERTY FOR

PUBLIC PARK PURPOSES
ATTACHMENT (Y/N): YES ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion:

1. Approve a Fourth Amendment to Lease Agreement between Placentia-Yorba Linda Unified School District (School District) and the City of Anaheim (City) to extend the Lease Agreement for a term of 25 years to allow the City continued use of 5.72 acres of Rio Vista Elementary School property for public park purposes, in exchange for the City to maintain the park and playground site; and

2. Authorize the Director of Community Services, or designee, on behalf of the City, to execute the Agreement and any related documents and to take such actions as are necessary to implement and administer the Agreement.

DISCUSSION:

In May 1975, the City Council approved a lease with the School District to utilize approximately 7.85 acres of school property adjacent to Rio Vista Elementary School to create a public park and playground (Rio Vista Park, 201 N. Park Vista Street, Anaheim, CA 92806). In exchange for the use of the school property, the City agreed to develop, construct, and maintain the park and playground site. The lease has been amended on three separate occasions; reducing the land being leased to 6.11 acres in 1990, then reducing the lease to 5.72 acres in 1996, both due to the needs of the School District; and finally, exercising the option to renew and extend the lease term for an additional 25 years in 2000.

This Fourth Amendment allows the City continued use of the school property for public park purposes for a term of 25 years with a new termination date of July 25, 2050. All terms and conditions remain the same.

Approve Fourth Amendment to Lease Agreement between Placentia-Yorba Linda Unified School District and the City of Anaheim for continued use of Rio Vista Elementary School Property for Public Park Purposes July 15, 2025
