*Bid total does not reflect annual escalation increases.
The bid was based on an all-inclusive, fixed daily rate to provide regularly scheduled trash, litter, and debris removal services for Caltrans areas located within the Anaheim Resort Maintenance District. Services include the removal of all visible trash, litter, debris, paper, and foreign materials twice per week from all on- and off-ramps of Interstate 5 within the Resort area.
Maintaining cleanliness along these highly visible corridors is critical, as accumulated litter and debris can clog storm drains, degrade the environment, attract vermin, and create general nuisance conditions. Beyond environmental and safety concerns, these corridors serve as key gateways to the Anaheim Resort, welcoming millions of visitors each year. Their appearance and upkeep directly impact the City's image, enhance the visitor experience, and support tourism, which remains a major economic driver for Anaheim. Regular clean-up efforts are essential to ensure these areas remain safe, functional, and consistent with the world-class standards expected of the Anaheim Resort.
The agreement term includes an initial one-year period with up to four optional one-year renewals. To account for potential cost increases, bidders were asked to provide fixed pricing for each renewal year. The bid submitted by S.C. Yamamoto, Inc. did not include annual price escalations; therefore, the total recommended contract amount has been adjusted to reflect the accurate cumulative cost over the full five-year term, incorporating appropriate annual escalations.
S.C. Yamamoto, Inc. has successfully provided these services for the City in the past and is familiar with both the work requirements and service locations. A 20% contingency is recommended to accommodate any unforeseen maintenance needs that may arise during the term of the agreement.
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works Department’s Fiscal Year 2025/26 Operations budget from restricted Resort Maintenance District funds. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Deborah A. Moreno Rudy Emami
