RECOMMENDATION:

That the City Council, by Motion:

1. Approve an agreement, with Bloomberg Finance L.P. (Bloomberg) for Credit Analytics Subscription Services (Agreement), and authorize the Public Utilities General Manager, or designees, on behalf of the City of Anaheim (Anaheim), to execute and implement the Agreement for an initial duration of four years and up to three optional two-year extensions, at an annual not-to-exceed cost of $35,000, with an annual inflation adjustment not-to-exceed 10%; and

2. Authorize the Public Utilities General Manager, or designees, to execute the Agreement and any related documents, including any cost-neutral amendments of the Agreement and any documents contemplated by the Agreement, and to take such necessary or advisable actions to implement, fund, and administer the Agreement.

DISCUSSION:

At its meeting on June 25, 2025, the Public Utilities Board recommended that the City Council approve the Agreement with Blomberg Finance, L.P.

Anaheim Public Utilities (APU) conducts credit assessments to support its activities in the wholesale energy market to verify that counterparties are financially viable and to minimize risks in energy transactions. Following the deregulation of the wholesale energy industry in the early 2000’s, credit analytics have helped APU perform its due diligence to evaluate market participants. APU is seeking credit analytics subscription services to continuously monitor energy counterparty credit, including credit rating changes, corporate profiles, mergers and acquisitions, and updated financial statements and financial ratios (such as liquidity and debt-to-equity ratios).

In April 2025, a Request for Proposals (RFP) was issued to review credit analytics services and seek qualified firms who are able to meet the scope of work. In total, 23 firms downloaded the RFP for review and two firms submitted proposals. The proposals were evaluated in accordance with Council Policy 4.1 for the ability to meet the full scope of services, experience and industry expertise, quality controls, and overall pricing, and the firms were ranked as follows:

Firm Rank
Bloomberg Finance L.P. 1
S&P Global Market Intelligence 2
Based on the results of the RFP evaluation and lower overall cost, Bloomberg is recommended as the highest-rated firm. Bloomberg has provided similar services to APU since 2001 and has met its contractual obligations.

The initial duration requested for authorization is for four years with up to three optional two-year extensions. The annual cost is not-to-exceed $35,000 and includes an annual inflation adjustment not-to-exceed 10%.

IMPACT ON BUDGET:

Sufficient funds are available in APU’s Fiscal Year 2025/26 restricted Electric Utility Fund budget. Future years are subject to City Council approval of budget appropriations.

Respectfully submitted,
Dukku Lee
Public Utilities General Manager
