CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: JULY 22, 2025
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: AGREEMENT WITH CONSENSUS SYSTEMS TECHNOLOGIES

CORPORATION TO IMPLEMENT INTELLIGENT

TRANSPORTATION SYSTEMS (ITS) AND CONNECTED

VEHICLE (CV) TECHNOLOGIES FOR THE USDOT SMART

GRANT PROJECT
ATTACHMENT (Y/N): YES ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve an agreement with Consensus Systems Technologies Corporation (Consensus) as the lowest responsible bidder, in the amount of $1,950,000, for engineering and equipment procurement, to implement various ITS and CV technologies as part of the U.S. Department of Transportation (USDOT) SMART Grant Project to improve traffic flow and test autonomous vehicle technologies; authorize and direct the Director of Public Works, on behalf of the City, to execute the Contract and any other related documents, and to take such actions as are necessary to implement and administer the Contract; authorize and direct the Finance Director to execute the Escrow Agreement pertaining to contract retentions; and determine the Project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Class 3, Section 15303 (d) (New Construction) of Title 14 of the California Code of Regulations (CCR).

BACKGROUND:

The Infrastructure Investment and Jobs Act established the Strengthening Mobility and Revolutionizing Transportation (SMART) discretionary grant program with $100 million appropriated annually for fiscal years 2022-2026. The SMART program provides grants to eligible public agencies to implement demonstration projects that uses advanced smart technologies and systems to improve transportation safety and efficiency. Given the City’s long history of testing, research, and its unique traffic environment, this grant provides an opportunity to further our partnerships with FHWA, traffic equipment manufacturers, traffic engineers, and the automotive industry as we continue advancing Anaheim’s leadership in Intelligent Transportation Systems and Connected Vehicle technology.

In April 2024, the USDOT awarded the City $2,000,000 to test, procure, and implement commercially-off-the-shelf ITS and CV technologies . The project will deploy new signal controllers, cabinets, connected vehicle technology (including management software, roadside units, and on-board vehicle units), and detection systems that support current NTCIP standards, with small-scale implementation planned along Katella Avenue and Harbor Boulevard. All equipment will undergo testing using NTCIP Testing software to ensure compliance with project- specific standards before field deployment. It was estimated that the systems engineering work to be $450,000-$500,000 with up to $1.5M for equipment procurement and field deployment. The proposers all agreed to provide professional systems design engineering and procure all equipment and devices on behalf of the City for City deployment as part of the project within the $2M budget.

DISCUSSION:

The proposals for systems design engineering work are summarized as follows:

1. Arcadis U.S., Inc., Irvine, CA .................................................................$517,493.00

2. Consensus Systems Technologies Corporation, Flushing, NY ...............$450,000.00

3. Michael Baker International, Santa Ana, CA...........................................$490,000.00 Staff reviewed the three proposals and determined that the Consensus team had the most relevant experience and knowledge with the National Transportation Communications for ITS Protocol (NTCIP) and Society of Automotive Engineers (SAE) national standards to test and update the Standards Test Software.

ENVIRONMENTAL DETERMINATION:

In accordance with CEQA (Public Resources Code Sections 21000-21177) and pursuant to Section 15061 of Title 14 of the California Code of Regulations (CCR), the City of Anaheim, as Lead Agency, is required to determine if the Project is exempt from CEQA.

Upon review of the CCR, staff recommends that the City Council determine the Project is Categorically Exempt from CEQA pursuant to Class 3, Section 15303 (d) (New Construction) of Title 14 of the CCR which consists of construction and location of limited numbers of new, small facilities or structures and specifically exempts water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to serve such construction. After determining that this Project is Categorically Exempt from CEQA, the City will file a Notice of Exemption with the County Clerk, which starts a 35-day statute of limitations for challenges of the decision.

IMPACT ON BUDGET:

Adequate funding is available in the Public Works Department’s FY 2025/26 Restricted Transportation Fund budget.
