CITY COUNCIL AGENDA REPORT
City of Anaheim

PUBLIC WORKS DEPARTMENT
DATE: JULY 22, 2025
FROM: PUBLIC WORKS DEPARTMENT
SUBJECT: REQUEST TO ACCEPT CALSENSE CONTROLLER SURPLUS

DONATION FROM THE DISNEYLAND RESORT
ATTACHMENT (Y/N): YES ITEM # 09
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, accept the donation of CalSense irrigation controllers and remotes from Disneyland Resort Horticulture Team, at an estimated value of $55,650 to the Public Works Department.

BACKGROUND:

Per City of Anaheim Administrative Regulation 330 (Procedures for Collecting and Expending Donations to City), donations that require formal city council acceptance include items valued at $10,000 or more. Pursuant to this regulation, the department must prepare a staff report pertaining to the proposed donated items described below.

Accordingly, the proposed donation will not be accepted without approval from the City Council. The City’s Ethics Officer was consulted regarding the proposed donation to ensure compliance with all applicable ethical standards and regulations.

The Disneyland Horticulture Team recently transitioned from using CalSense irrigation controllers to a different brand, Baseline. As part of this upgrade, they have offered their surplus ninety-one (91) CalSense 2000 models and corresponding fourteen (14) remote controls and twenty-one (21) 3000 model controllers to the Public Works Department as a donation before proceeding with disposal. The estimated fair market value of this donation is $55,650.

DISCUSSION:

Several of the CalSense controllers being offered are relatively new, with some installed as recently as one month ago. The CalSense 3000 models are advanced, water-efficient smart controllers and can seamlessly integrate with our existing system and offer remote management through an online portal. They also include flow sensor capabilities that detect high flow events—such as irrigation line breaks—and automatically shut down the system to prevent water waste.

Additionally, the Disneyland Horticulture Team has offered CalSense 2000 units. While these models are considered obsolete, they are still superior to several older controllers currently in use. The department plans to use these 2000 series controllers to replace non-smart units that fail or become unusable. These controllers also support field testing via remote control, improving efficiency and enabling staff to detect and flag irrigation breaks quickly. The remote controls for the CalSense 2000 models that are being donated can no longer be purchased.

Currently, the City has 238 irrigation controllers that are not CalSense units, 58 of which are located in the Anaheim Resort Maintenance District (ARMD). Acquiring these surplus units presents a cost-effective opportunity to upgrade our infrastructure.

IMPACT ON BUDGET:

There is no budgetary impact.

Respectfully submitted,
Rudy Emami
Director of Public Works
