RECOMMENDATION:
That the City Council, by Motion, approve the Fiscal Year 2025-2029 Consolidated Plan and the Fiscal Year 2025-2026 Annual Action Plan for federal Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons With AIDS (HOPWA) funds totaling $9,344,819.70; and designate the Director of the Housing and Community Development Department, or her designee, as the Certifying Official authorized to execute all documents related to the administration, management, and implementation of the CDBG, HOME, ESG, and HOPWA programs.
BACKGROUND:
The City of Anaheim receives an annual funding allocation from the U.S.
Department of Housing and Urban Development (HUD) for four major programs; Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons With AIDS (HOPWA). These funding programs address critical, unmet local needs in the areas of affordable housing, public facilities, homelessness, infrastructure, economic development, and public services.
As a condition of continued funding, HUD requires the City of Anaheim (City) to prepare a Consolidated Plan every five years. The Consolidated Plan currently being proposed covers Fiscal Years (FY) 2025-2029 and is an overarching strategic plan that identifies housing and community development needs, outlines strategies to address identified community goals, and sets forth the first-year implementation of the strategies in the form of the FY 2025-2026 Annual Action Plan.
Approval of FY 2025-2029 Consolidated Plan and FY 2025-26 Annual Action Plan for CDBG, HOME, ESG, and HOPWA Funding July 22, 2025
The Consolidated Plan is an extensive and technical strategic document, and as such was developed for the City in partnership with Mosaic Community Planning, a firm specializing in engagement and assessments for HUD planning documents. Priority needs were determined through an extensive process that included the review and analysis of demographic data, consultation with local community partners, and resident input. During the plan development period, the planning team attended district community meetings, held in- person and virtual meetings accessible to residents of each of the six districts throughout the City, and also obtained community feedback through an online community survey which was available from October 2024 through January 2025. As identified in the Consolidated Plan (attached), the proposed priority needs and goals set forth for the next five years are as follows:
Increase and improve affordable housing options including those available to low- and moderate-income households and expand infrastructure in low income areas; Housing for people with special needs including people with physical disabilities, persons living with HIV/AIDS, mentally ill households, and persons with a nexus with chronic substance use;
Homelessness prevention and support for all subpopulations experiencing homelessness with increased focus on supportive and wraparound services; Neighborhood revitalization of low-income neighborhoods including infrastructure improvements to increase public space safety and appeal; Public service provision in a variety of areas but notably in job training, substance use disorder programs, food banks, and utility assistance;
Economic development to support microenterprises and promote job growth; and Fair housing to address ongoing need for fair housing consultation services.
The FY 2025-2029 Consolidated Plan and the FY 2025-2026 Annual Action Plan were noticed and published for public review online at the Housing and Community Development Department website: https://www.anaheim.net/839/HUD-Programs.
For FY 2025-2026, the entitlement budget for the four programs discussed herein is $9,344,819.70. Please note that the entitlement budget will not be finalized until staff receive the City’s HUD agreements from the HUD field office. If changes to the allocation occur, staff will increase or decrease allocations proportionate to anticipated needs. Additionally, the City identifies carryover budgets and program income from previous years that can be used for current and future planning projects. A breakdown of specific program funding is as follows:
Approval of FY 2025-2029 Consolidated Plan and FY 2025-26 Annual Action Plan for CDBG, HOME, ESG, and HOPWA Funding July 22, 2025
In June 2025, City staff was notified by the Los Angeles HUD Field Office that FY 2025- 2026 grant agreements between the City and HUD will include new language regarding compliance with three federal Executive Orders issued between January and February 2025. Executive Order 14168
Executive Order 14182
Executive Order 14218
HUD guidance includes the expectation that the Executive Orders must be reflected in the development of the City’s FY 2025-2029 Consolidated Plan and FY 2025-2026 Annual Action Plan. Staff are reviewing the Executive Orders and are working towards compliance as directed by HUD. Additionally, in March 2025, HUD published a new Interim Final Rule to the Federal Register labeled “Affirmatively Furthering Fair Housing Revisions.” The Interim Final Rule removes the federal requirement to submit an Analysis of Impediments to Fair Housing to HUD, a document that would typically accompany the development of the Consolidated Plan.
On July 2, 2025, the Housing and Community Development Commission (HCDC) held a public hearing on the draft FY 2025-2029 Consolidated Plan and the FY 2025-26 Annual Action Plan. In addition to the input received at the public hearing, the HCDC considered recommendations from the community gathered during the development of the planning documents and the Community Services Board (CSB). The HCDC voted to recommend that the City Council approve the draft FY 2025-2029 Consolidated Plan and FY 2025-2026 Annual Action Plan.
The City must submit the final FY 2025-2029 Consolidated Plan and FY 2025-2026 Annual Action Plan to HUD by August 16, 2025 per Notice CPD-25-02.

IMPACT ON BUDGET:
All activities in the FY 2025-2029 Consolidated Plan and FY 2025-2026 Annual Action Plan are anticipated to be fully funded by HUD grants and are included in the FY 2025/26 Citywide budget. In the event grant funds are reduced or eliminated, the Annual Action Plan would be amended to only support activities that are fully funded by available grant allocations. There is no impact on the City’s General Fund.
Respectfully submitted,
Grace Ruiz-Stepter
Housing and Community Development Director
