CITY COUNCIL AGENDA REPORT
City of Anaheim

HOUSING & COMMUNITY DEVELOPMENT

DEPARTMENT
DATE: JULY 22, 2025
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: APPLICATION FOR ADULT AND DISLOCATED WORKER

CAREER SERVICES PROVIDER FOR LOCAL AREA UNDER

THE WORKFORCE INNOVATION AND OPPORTUNITY ACT
ATTACHMENT (Y/N): YES ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve an application designating the City of Anaheim as an Adult and Dislocated Worker Career Services Provider for the Anaheim Local Area under the Workforce Innovation and Opportunity Act and authorize the Mayor to execute the application on behalf of the City, and direct staff to submit the application to the State of California.

DISCUSSION:

The Workforce Innovation and Opportunity Act (WIOA) is administered by the U.S.

Department of Labor (DOL) in coordination with the Department of Education and other federal agencies. Congress appropriates WIOA funds annually through the federal budget. Funds are distributed to states using formula grants, based primarily on unemployment rates, number of low-income adults and youth and dislocated worker statistics.

WIOA requires each State to designate local areas for the implementation of its workforce development programs. The Governor of each state has the responsibility of designating these local areas, taking into account factors like geographic boundaries, population size, and the local labor market. These LWDAs annually receive federal WIOA funds to offer a variety of services to adult, dislocated worker, and youth job seekers. Services include job search assistance, resume and interview preparation, career assessments, occupational skills training, and on-the-job training. The City of Anaheim is a Governor-designated LWDA and city staff directly provide services for adults and dislocated workers, while youth services are delivered through contracted partners.

Direct provision of adult and dislocated worker services by the City requires an application to the California Workforce Development Board (CWDB) for the Governor’s approval. application showcases our Anaheim Workforce Connection team’s extensive and effective experience in workforce development, their strong ties to community job seekers and businesses, and their demonstrated success in meeting or exceeding performance goals for adult and dislocated workers. In the last two years over 2,000 people have been served through our Anaheim Workforce Connection Career Corner and Career Cove, nearly 200 customers enrolled in our programs to receive training and career assistance, while approximately 400 businesses have engaged us for recruitment assistance and talent search through job fairs, job postings on our website, and on-the-job training agreements. The impact to the City has been increased and better-quality job opportunities for Anaheim residents and more dynamic and timely satisfaction of Anaheim employer talent/labor needs. Over 80% of the customers we serve are still working one year after they leave our programs, meaning financial stability for their families and lower turnover for our businesses. Approving this application will ensure we can continue to deliver these quality services to the community.

At its May 28, 2025 meeting, the Anaheim Workforce Development Board's Executive Committee approved the application for designation. In accordance with WIOA, the Board now recommends City Council approval.

IMPACT ON BUDGET:

There is no budgetary impact.

Respectfully submitted,
Grace Ruiz-Stepter
Director of Housing & Community Development
