CITY COUNCIL AGENDA REPORT
City of Anaheim

HOUSING & COMMUNITY DEVELOPMENT

DEPARTMENT
DATE: JULY 22, 2025
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: ANAHEIM WORKFORCE DEVELOPMENT BOARD

RECERTIFICATION REQUEST
ATTACHMENT (Y/N): YES ITEM # 05
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve the Anaheim Workforce Development Board Recertification Request for Program Years 2025-2027 under the Workforce Innovation and Opportunity Act, and direct staff to submit the Recertification Request to the State of California.

DISCUSSION:

The Workforce Innovation and Opportunity Act (WIOA) is administered by the U.S.

Department of Labor (DOL) in coordination with the Department of Education and other federal agencies. Congress appropriates WIOA funds annually through the federal budget. Funds are distributed to states using formula grants, based primarily on unemployment rates, number of low-income adults and youth and dislocated worker statistics.

WIOA requires each State to designate local areas for the implementation of its workforce development programs. The Governor of each state has the responsibility of designating these local areas, taking into account factors like geographic boundaries, population size, and the local labor market.

The City of Anaheim is a Governor-designated Local Workforce Development Area (LWDA). As such, the City must have a state-certified Local Workforce Development Board (WDB). The WDB is responsible for developing a local plan, convening, brokering and leveraging workforce development stakeholders, engaging employers, and providing program oversight. The Anaheim WDB was initially certified by the State on June 30, 2016. While the WDB is appointed locally, provisions within the WIOA require that the Governor of the State of California recertify each WDB once every two years.

The Anaheim WDB was last recertified in 2023. As a result, a request for recertification is now due. In order to receive a WDB recertification, the City must submit an application to the State that demonstrates compliance with the Board structure, proficiency in managing WIOA funds and involvement in regional collaboration. Recertification application for Program Years 2025-27, which contains substantive narratives outlining compliance, is attached. As reflected in the application, the Anaheim WDB continued to perform successfully and has met the requirements for recertification pursuant to WIOA.

The State required the submittal of an unsigned copy of the Recertification Request by April 7, 2025. Once approved by the City Council, an official, executed application will be formally submitted.

IMPACT ON BUDGET:

There is no budgetary impact.

Respectfully Submitted,
