2 Corporate Mission and Philosophy
From day one, Willdan has maintained a business strategy focused on providing services to only public agencies.

Today, 98 percent of our business is with public agencies. This strategy prevents potential conflicts of interest with private enterprises conducting business with our public agency clients or within their jurisdictions.

Unique to Willdan is our understanding of public agency needs and issues. Willdan's professionals often serve to extend our clients' staff in the capacity of county public works officials such as county engineer, county surveyor, and county public works director; City public works officials such as city engineer, city traffic engineer, city planning director, and city building officials; and other city/county positions. Additionally, many staff members provide the added value of having served in public agency management positions prior to joining Willdan.

On-Call Construction Engineering Expertise
Willdan has a strong history of delivering on-call construction management, inspection, and materials testing services to public agencies across California. We have extensive experience with a wide range of public works projects, including street and roadway improvements, utility infrastructure, drainage systems, stormwater facilities, traffic signals, bridges, parks, and building construction. Our long-developed approach to on-call delivery allows us to adapt to varying resource needs and effectively support our clients' diverse project requirements. We know that a variety of elements may be encountered when working under an on-call contract, such as:
 Short project durations and minimal lead times
 Flexible service assignments to complete project tasks already started by agency staff or other consultants with an understanding of work completed to date and coordinating task completion with others  Consistent, organized project management approach due to the potentially large numbers of projects that may be in process
 Special attention to quality assurance and quality control is particularly important as multiple projects may be in progress in parallel or shorter projects may not have multiple interim review steps often associated with project-specific contracts
 Efficient use of resources is critical as project assignments can be relatively small In addition to project-specific on-call contracts, Willdan has executed a number of contracts where project assignments are issued by the public agency on an as-needed basis. The project scope, schedule, and cost were negotiated and agreed upon prior to project award. Every month, Willdan reports the progress performance on each project. These project assignments range from small local sidewalk improvements to large arterial and land development improvements, grade separations, and pedestrian bridges.

3 B. Understanding of the Scope of Work
Understanding and Approach
Meeting Our Client’s Needs
Willdan understands the City of Anaheim is
seeking a consulting firm to provide On-Call
Construction Management and inspection
services.

To meet and often exceed the expectations of
our clients, Willdan fosters and instills a
Customer-First corporate culture among our
staff and in our day-to-day work environment.

Looking out for our customers’ best interests is
at the forefront of everything we do. Our
customer-focused philosophy is particularly
evident when dealing with complex situations
and difficult-to-resolve challenges. Willdan's
corporate goal is to exceed the City of
Anaheim’s expectations.

The following shows the turnkey services that
the Willdan Team can provide for this project
and the methodology we follow for each
service.

Construction Management
Willdan has experience in managing projects
that span arterial street improvements, pavement rehabilitation, ADA improvements, tenant improvements, traffic signal modifications, drainage, sewer, water, landscaping, and other appurtenant work Willdan’s construction services personnel have experience in best practices to avoid potential conflicts and avoid or mitigate any hazards during construction. Our goal is to anticipate or diminish potential problems before they arise through continual review of project plans, specifications, the contractor’s schedule, and other contract documents.

Below is a basic overview of the Construction Management process for a typical construction project.

Proposal to Provide
Consulting Inspection Services

City of Anaheim
4 Construction Management Services focus on coordination, review, tracking, and reporting. The Willdan team will coordinate the efforts of the general contractor in constructing the project, the efforts of the City’s design consultants in technically supporting the construction effort, and the efforts of the City in accepting the construction and paying for it.

The Willdan team will review all the work as it is constructed and all supporting documentation that establishes the technical adequacy of the construction, the schedule of implementation, and the cost of implementation. The Willdan team will track the progress of construction and submittals, and review and resolve all technical data and issues. The Willdan team will report to the City on the progress of construction and all technical and economic parameters of the project.

There are many routine aspects that are common to the way every project is performed in terms of construction observation and public relations. All of these are outlined in our scope of services.

However, there are some very important areas mentioned in our scope that require special attention and that are not part of the routine process of the common inspection team. These areas are:

1. A routine system of supervision of field personnel has been implemented to provide consistent quality control of field operations. At Willdan, our inspection supervisors routinely cycle around to all projects and review the project files of the inspectors. The inspectors are also required to inform and consult with their supervisor and our construction engineering staff in the case of any potential claim on their project.

2. On City projects, it is always of paramount importance to be cognizant of public relations. All of Willdan’s inspectors understand this concept and are fully aware and practice in dealing successfully with the public. This awareness comes from their day-to-day continuous work under the direct supervision of city engineers that are naturally highly politically conscious of public relation ramifications.

3. As part of Willdan’s standard policy, the construction phase is always considered a team effort, with communication a top priority between the inspection staff, contractor, city staff, and survey crew. The inspector is responsible for maintaining communication and facilitating open lines at all times, including bringing team members together at appropriate points during construction. This minimizes misunderstandings and potential disputes.

Specific time-tested procedures and general overall effective and proactive coordination and communication, lead to a highly successful project. These are the areas of focus for the Construction Manager and Inspector. Willdan ensures that our standard procedures are followed and our policies implemented by providing in-house seminars to go over important procedural guidelines, such as traffic control and safety, pavement structural section construction procedures, change order procedures, claims avoidance and documentation, and materials control.

Willdan normally prepares progress reports based on weekly meetings with the contractor, at which time, recent progress, material submittals, planned progress, scheduling, special problems, and change orders are discussed.

Each of these items becomes a primary heading for the minutes of the meeting, in which new business is identified and unresolved old business is reviewed. The minutes are prepared in such a way that they serve as a complete project status report and as the agenda for the following meeting, covering all items and providing the continuity such that no items are left unresolved.

In order to facilitate coordinating reviewing, tracking, and reporting, computers are extensively used by the Willdan team. In using the computer as a tool in providing construction management services, Willdan has chosen basic software as opposed to the more sophisticated software that has been specifically written to assist in construction management of much larger projects and which a great number of cities do not possess. The Willdan team utilizes the Microsoft Office suite of software. All Daily Reports, Meeting Minutes, and correspondence are generated as Word documents. All cost estimates, punch lists, and any other spreadsheet type of document will be generated as Excel documents. All data that is tracked including RFIs, submittals, NCRs, change orders, etc., require development of logs using Access software. In addition to Microsoft software programs, Willdan can utilize Virtual Project Manager (VPM) or Procore when managing and inspecting the City’s projects, at no cost to the City.

5 Communication Approach
Willdan recognizes that effective, ongoing, cooperative communication between all parties throughout any project is essential to successful completion. This communication starts with a project kick-off meeting where Willdan clearly articulates and understands the objectives and expectations of the City. In addition, agreed-upon methods and scheduling of formal reporting are established with the identification of individuals to be involved in the project's decision-making process. This sets forth accountability and responsibility for informing and facilitating the project.

As the project progresses, communication continues through regular correspondence, teleconference discussions, and meetings with City staff to obtain direction on issues that may arise and keep County staff apprised of the project status. Clear and concise progress updates are provided. Emails and teleconferences are utilized whenever possible and appropriate to minimize City staff time spent in meetings. Willdan can utilize the cloud-based software listed below at no charge to the City.

Cloud-Based Construction Management Software
Willdan uses a proprietary construction management system that incorporates Word, BlueBeam Revu, Excel, and Virtual Project Manager (VPM). Willdan has a license with VPM for online management of submittals, RFIs, working day statements, photos, and daily inspector reports, and should the City desire, Willdan can provide the City with full access to VPM at no cost to the City. VPM is a cloud-based platform designed to streamline the planning, execution, and oversight of capital improvement projects. Its capabilities are geared toward enhancing coordination, ensuring compliance with regulatory
requirements, and optimizing resource use across
remote or distributed teams. Key features typically
include:

1. Project Tracking and Scheduling: The
system enables real-time tracking of
project milestones, timelines, and
deliverables. The system automates
statements of Working Days utilizing
information from the project setup (e.g.,
NTP date and number of working days) and from
the inspector’s daily reports.

2. Document and Compliance Management: Public
works projects require adherence to strict
regulations, such as stormwater compliance or
environmental standards. VPM centralizes
documentation — permits, conformed plans and
specifications, meeting minutes, project contacts,
RFIs, and submittals—making it accessible to all
team members virtually. It also flags compliance
deadlines and can generate reports for audits, reducing the risk of penalties or project halts. The system can also automatically generate RFI and submittal logs.

3. Quantities and Progress Payments: VPM can
manage quantities and progress payments, which
is critical for public works where budgets are
taxpayer-funded and may be audited. The
software allows the Inspector to input and track
daily labor, equipment, and materials delivered.

4. Collaboration Across Distributed Teams: Given
that public works projects often involve
stakeholders spread across offices, field sites, and

Proposal to Provide
Consulting Inspection Services

City of Anaheim
6 government agencies, the system supports virtual collaboration through features like shared dashboards and messaging. This ensures seamless communication despite physical distances, a hallmark of virtual project management.

5. Daily Logs and Reporting: VPM automates the
creation of daily logs, capturing on-site
activities, weather impacts, or safety
incidents— key for public projects where
transparency and accountability is paramount.

Daily log inputs and photos are seen in real-
time by the City and construction management
team, providing enhanced visibility to project
managers and construction managers.

6. Scalability and Dashboards: Designed for
projects of varying scope, the system can scale
from small municipal repairs to massive
infrastructure overhauls. The software provides
a dashboard showing the high-level status of all
active projects, including project start and end
dates, number of working days remaining,
percentage completed, and percentage billed by the Contractor.

VPM emphasizes automation of contract administration and compliance tasks. Its cloud-based nature allows county staff to oversee multiple projects remotely, ensuring efficient use of public resources without the need for constant on-site presence.

VPM combines robust project management functionalities with virtual accessibility, enabling efficient coordination, transparency, and compliance. It empowers teams to deliver infrastructure that meets public needs on time and within budget while adapting to the complexities of remote management in a digital environment.

Typical Scope of Services
Preconstruction Services
Kickoff Meeting Upon receipt of an executed contract amendment and written Notice-to-Proceed, a project kick-off meeting will be conducted to meet with City staff, formalize working relationships, review project procedures and potential issues, and concur on the project goals, timeline, and scope of work. Each aspect of the project will be discussed.

Constructability
Review
Prior to bid advertisement, Willdan will conduct an independent, complete, and in-depth review of the final PS&E package and conduct field reviews with an emphasis on constructability/claims avoidance. The review will include an analysis of quantities and costs, permitting needs and requirements, a check of construction staging and phasing strategy, and applicable requirements for grant funding (if applicable).

Pre-Bid Meeting During the bid advertisement period, Willdan will schedule and attend a pre-bid conference and job walk meeting to explain the project and bidding requirements to potential bidders, including information concerning the scope of work, schedule requirements, time and cost control requirements, and access requirements.

Evaluation of
Contractors’ Bids
The Willdan team will support the City during the general contractor selection process. The Willdan team will attend the pre-bid meeting, if any, and will perform a review of the bids to confirm that each is in conformance with the Request for Bid requirements. This support will occur for all necessary general contractor selections.

Proposal to Provide

City of Anaheim
7 Utility Coordination Willdan’s utility coordinator will review the scope of work for possible conflicts with utility companies and send a utility notice of preconstruction meeting to affected utility companies and agencies. Our utility coordinator and inspector will work together to coordinate the contractor’s field work with utility companies, including any potholing, and arrange for relocations to expedite job progress, at the direction of the construction manager.

Preconstruction
Conference
With the selection and notification of the successful bidder, the Willdan team will conduct a pre-construction meeting. In attendance at this meeting will be the successful general contractor, the Willdan team, representatives of the City’s design consultant, and the City.

The purpose of this meeting is to review the project protocol and procedures that will be followed; review the contract scope of work with the general contractor; verify that all required bonds and insurance certificates have been received from the general contractor; review all inspection requirements including deputy inspection and observations by the engineer-of-record; review the public funding requirements; and review the general contractor’s proposed work plan and schedule.

Construction Services
Construction Administration/Compliance
Site Reviews Once the general contractor has moved onsite, the Willdan team will monitor and inspect the work performed on an as-needed basis. These reviews will focus on ensuring that the materials and their installation are in conformance with the contract drawings and specifications. These reviews will also focus on coordinating and verifying that all required deputy inspections, material testing, and engineer-of-record observations not only occur, but also occur at the appropriate time and do not cause any delay to the project. The results of these site reviews will be documented. The Daily Site Reports will document work activities, observations, number and type of personnel onsite, weather conditions, number and type of equipment onsite, visitors to the site, and any unusual or pertinent happenings.

Community Outreach Even a project that is constructed safely, on time, and within budget can be perceived as a failure if
public relations are not handled professionally
and proactively. The City’s project will impact the
public and will require effective public relations
by the project team. Willdan will act as the
primary contact during construction for the public
to address concerns related to the project. All
public concerns will be listened to with an
empathetic ear. Contact information will be gathered and logged with the issues raised, and resolution of each issue will be proactively processed as acceptable to the City.

1. Prepare and distribute three (3) informational flyers to the residents and businesses within the project area. Flyers will be distributed prior to, at 50 percent and near completion of the project.

2. The project information to include when and what will take place, how much time it will take, what impact it will have on the businesses and residents, what precautions the businesses and residents need to take, what the construction contractor will do for traffic control and for minimizing the impact of construction on the businesses and residents of the area. The information will also include

Proposal to Provide
Consulting Inspection Services

City of Anaheim
8 detouring information and maps to area residents concerning current construction operations which may affect ingress and egress to the area of particular properties.

3. Setup a 24-hour telephone number to receive complaints. Resolve all the complaints within 24 hours and notify the City within that time of said resolution.

4. Hold informational meetings with area residents and businesses prior (2 meeting), and during (1 meeting) construction. Provide residents and businesses a reporting sheet to be used as a written record of complaints/comments and resolution thereof. Keep a telephone record of all complaints and resolutions.

5. Ensure maintenance of detours and accesses to businesses, resolve problems.

6. Provide accurate and timely responses to inquiries from the public and resolve problems in accordance with the City’s Customer Service Policies.

7. Provide project updates on the City’s KBUG website.

Non-Conforming Work Any work observed during the site reviews that does not meet the requirements of the contract drawings and specifications will be documented via a Non-Conformance Report.

These Non-Conformance Reports will be given to the general contractor and a copy provided to the City. The Willdan team will maintain a log of the Non-Conformance Reports. This log will document the non-conformance report number, the nature of the non-conformance, the date the report was issued, the resolution, and the date of the resolution.

Requests for
Information
During the course of construction, it is inevitable that the general contractor will require clarification as to the intent or specific details on the contract drawings. In order to obtain this clarification, the general contractor will issue a Request for Information (RFI).

The Willdan team will typically allow the general contractor to utilize his own RFI form with which he is most comfortable. This form will have a sequential number, an issuance date, an area for identifying/describing the required clarification/information, an area for the answer, and a required date. These forms will be submitted by the general contractor to the Willdan team. The Willdan team will forward these RFIs to the City’s design consultant. If the information required pertains to one of the City’s design consultant’s subconsultants, the Willdan team will forward a copy of the RFI to the subconsultant in addition to the City’s design consultant. The Willdan team will maintain a log for the RFIs.

This log will document the RFI number, the nature of the RFI, the date the RFI was issued, the date it was forwarded to review, the name of the reviewer, the RFI response, the date it was received back from the reviewer, and the date it was forwarded to the general contractor.

Communications The Willdan team will strive to have all communication between the general contractor, the inspection personnel, and the City’s design consultant flow through the designated CM. All communications will be documented (telephone calls by notes and e-mails by hard copy printouts) and filed. Copies of all communications with the general contractor will be provided to the City. If the level of communication warrants, or if the City so desires, logs of all communications will be maintained.

Weekly Progress
Meetings
A weekly progress meeting will be conducted with
the general contractor. It is anticipated that the
City will attend with the City’s design consultant
attending when warranted. This meeting will be
held at a fixed time and day of the week, will
review the work completed in the past week and
the work planned for the next two weeks.

Proposal to Provide

City of Anaheim
9 Discussions will focus on all key issues affecting the work, or any coordination issues with the testing laboratory, or any other outside agency. In addition, the Non-Conformance Report, RFI, and Submittal Logs will be reviewed. Weekly meetings will be chaired by Willdan’s Construction Manager. Detailed notes of the meeting will be transcribed and provided to all attendees prior to the next meeting.

Progress Photographs Digital photographs documenting all key areas of construction will be taken weekly. The digital images will be stored electronically and in hard copy. Selected photographs will be included in the monthly report.

Schedule Prior to finalizing the general contractor’s contract, the Willdan team will review the general contractor’s CPM schedule to determine if it is realistic and achievable. If the Willdan team has any concerns with the general contractor’s schedule, they will be addressed and resolved prior to signing the contract and starting any work. Once the contract is signed, the schedule is cast-in-concrete and the only thing that can change it is a change order. Having a change order that increases work scope and thus contract value does not automatically mean a change in schedule duration. In general, only change orders that address any work on the critical path have the potential to have an impact on the schedule. In estimating the costs for change orders, the Willdan team will analyze the impact on the schedule by any change orders. Along with budget control, a proactive approach to schedule control on the Willdan team’s part will help to meet the City’s schedule requirements.

Document Control Both hard and electronic copies of all documents, including correspondence, contract drawings,
submittals, standard forms, reports, and
submittal logs, will be kept current during the
project and will be delivered to the City as final
project documentation. Willdan’s construction
management staff will utilize VPM, or the City’s
preferred method of record keeping, for project
management, and construction observation documentation. Project documentation for all projects, including federally funded projects, will be maintained in the format required by FHWA and the LAPM.

Change
Orders/Claims/Disputes
The general contractor will submit any Change Order Request to the Construction Manager. At the pre-construction meeting, the format of the Change Order Request and the required backup will be determined. The general contractor will be expected to justify any change, including a breakout of all quantities, material prices, labor hours, labor rates, overhead and profit markups, and any impact on schedule. The Willdan team will review the Change Order Request. If the Willdan team does not agree with the request, the Willdan team will negotiate with the general contractor until agreement is reached. If all parties agree with the Change Order Request, the Willdan Construction Manager will prepare a Recommendation for Approval for the Change Order Request and obtain the City’s design consultant’s agreement. As with RFIs and submittals, the Willdan team will maintain a log for the Change Order Requests. This log will document the Change Order Request number, the nature of the change order, the value of the change order, the date the request was received from the general contractor, and the disposition. This log will also include all identified potential Change Order Requests.

Willdan employs the latest techniques in the analysis of claims for extension of time due to delays in the schedule. Cost schedule integration will be performed to establish the actual damage incurred due to delays.

10 Quality Control Willdan will perform
quality assurance
and quality control
of this project
through a diligent
review of all work
and documentation.

Quality assurance
and quality control will begin with the pre-construction meeting, at which time the scope of the project and control requirements will be reviewed with the general contractor.

Once construction begins, the next step in the quality control process will be the verification of materials and components to be installed. Once the material and components are delivered onsite, Willdan's Construction Manager will spot check these materials and components to verify they match that called for on the construction documents.

In addition, the project inspector will coordinate material inspections with the geotechnical engineer, if any, and all testing will conform to the Caltrans Frequency Tables as shown in Exhibit 16-R of the Local Assistance Procedures Manual as a guideline.

The Construction Manager will maintain a detailed record of samples, tests, and material releases, and certificate of compliance for the project.

Materials
Testing/Special
Inspection
(Optional Service)
This scope includes special inspection and material testing during site grading, utility construction, pedestrian, and landscape improvements, as well as special inspection and testing during construction of the planned site structures, which could include playgrounds, walls, or buildings. Our geotechnical staff will assist the construction manager with geotechnical engineering insight and review of necessary submittals for compliance with the project specifications, including helping to review material submittals, as applicable to the final design.

Willdan will provide geotechnical inspection services during earthwork operations. Soils special inspection will be performed during site grading, structure backfill, utility backfill operations, foundation construction, building footing excavation and other miscellaneous site grading. Compaction testing on native soil, aggregate base, non-expansive backfill, and utility backfill material will also be performed.

Willdan will perform laboratory testing associated with grading and paving. Laboratory material testing will include sieve analysis, maximum density vs. optimum moisture, and other associated tests where applicable. Testing will be performed in accordance with the applicable Caltrans Test Method or appropriate ASTM test procedures as listed in the project plans and specifications and City Standards.

Willdan will provide special inspection during structural concrete and rebar placement and anchor bolt installation. Further, they will sample the concrete and perform testing on the concrete compressive strength samples for foundations, walls, and piers. Sampling of non-structural concrete, such as pedestrian flatwork and retaining curbs, is generally excluded from the scope of work, unless requested by the City.

City of Anaheim
11 Progress Payments The general contractor will prepare his monthly Application for Payment on either the City’s standard form, the AIA standard form, or the general contractor’s form as directed at the beginning of the project by the City. The application will be based on the Contractor’s percentage complete for each of the Schedule of Values contained in the general contractor’s contract. The general contractor will submit his monthly pay application to the Willdan Construction Manager. The Willdan team will review the application, and any disagreement will be discussed. The Willdan Construction Manager will then forward his recommendations for approval of the Application for Payment to the City. Additionally, the Willdan Construction Manager will ensure that Conditional Waivers and Releases of Lien upon Progress Payment for the general contractor and all appropriate subcontractors for this Application for Payment and Unconditional Releases are included with the Application for Payment.

Submittals The contract specifications require the general contractor to provide submittals consisting of technical data sheets and/or shop drawings for specific components/materials being installed. These submittals are required to be reviewed by the City’s design consultant. Prior to the start of construction, Willdan will request the City’s design consultant to prepare a summary list of all submittals required, which will be reviewed with the general contractor at the pre-construction meeting. The general contractor’s submittals will be reviewed by the Willdan Construction Manager. As with RFIs, the Willdan team will maintain a log for the submittals. This log will document the submittal number, the nature of the submittal, the date the submittal was issued, the date it was forwarded to the reviewer, who the reviewer is, the disposition of the submittal, the date it was received back from the reviewer, and the date it was forwarded to the general contractor.

As-Built Drawings The general contractor’s contract with the City will require him to red line a set of drawings in order to create an as-built set. The Willdan Construction Manager will periodically review the general contractor’s as-built (record) drawings to verify that he has redlined all field changes/discrepancies and has identified all discovered underground utilities on the plans.

Contract Close-Out Willdan recognizes that Project Closeout requires a methodical step-by-step review of all completed work
and submitted documentation. Project Closeout initiates when the general contractor indicates he is prepared to start closeout procedures. The first focus is on the work completed. The Willdan team, in conjunction with the
City, the City’s design consultant, and the general contractor, will conduct a walk down at the project in order to establish a punch list. The Willdan Construction Management team and Lead Inspector will then monitor the general contractor’s progress in working off the punch list. Once the punch list has been completed, a final walk down with the same parties will be conducted to agree on final acceptance of the work. The Willdan team will coordinate with the City to obtain and file Certificates of Substantial Completion. The Willdan team will coordinate and receive from the general contractor all required Operating and Maintenance Manuals, Warranty Certificates, Survey Notes, and redlined drawings. The Willdan Construction Manager will obtain all required Unconditional Final Lien Waivers from the general contractor and his subcontractors, as well as Final Labor Summary and Final Labor Certificate as part of the Review and Recommendation for Final Application for Payment. The Willdan Construction Manager will make recommendations to the City regarding final project approval and acceptance, as well as final payment to the Contractor. The Willdan team will assist the City with any post-construction audits by outside agencies, if required by the project’s funding source.

16 Individual and Collective Qualifications
With our depth of experience, expertise, and resources, Willdan applies the strength and experience of our entire organization to provide seamless services – working hand-in-hand with City staff and council members, project stakeholders, and the Anaheim community at large. We have developed a reputation as a firm that is small enough to talk with and be assured our team is listening; yet, we are large enough to have the in-house resources and capabilities necessary to provide innovative solutions to project challenges that may arise.

As Willdan explored the scope of this project and identified and investigated its key challenges, we assembled our project team – matching expertise to project needs. The selected individuals will lend their expertise and knowledge to respond to the needs of the City’s On-Call Services. This group of specialized experts is dedicated to serving the City of Anaheim through innovative solutions and quality results.

Education, Training, Certification(s), and Experience
Willdan recognizes that our employees are our most important resource. We provide them with professional development, flexibility, challenge, active listening, and recognition of the strengths they bring to our team. Willdan uses various tools to successfully retain high-performing staff. Our inspectors are provided with an outline of performance standards each inspector is required to meet and uphold. Monetary incentives, including bonuses, to show appreciation of exemplary performance are provided annually based upon specific parameters. Providing tuition reimbursement for staff to obtain an academic credential is another tool we have used successfully for professional development so staff can continue to provide exemplary service. Willdan's staff members receive tuition reimbursement to complete Bachelor and Master degrees and attend seminars and extension courses to further develop their skills. We encourage staff to obtain professional licenses and credentials to enhance their capacity to serve our clients. We pay for courses to prepare for examinations and certifications such as PE, QSP/D, CESSWI, ENV SP, ACIA, or APWA certifications and reimburse staff for certification or license renewals.

Safety Training
Onsite project safety is of paramount importance to Willdan, our clients, general contractors and their subcontractors, and the communities we serve. As part of our corporate philosophy, Willdan makes every effort to provide training opportunities for our construction management/inspection office and field personnel. This includes Cal OSHA construction safety requirements, claims control, and project scheduling. Willdan provides on-line Cal OSHA safety training for each of our inspectors through Click-Safety online training courses. Every inspector must obtain, at minimum, their 30-hour OSHA certification and are encouraged to continue their safety education by enrolling in any Click-Safety applicable construction safety training course. In addition to on-line safety training, Willdan provides bi- annual in-house safety training to each of our inspectors, construction managers, and on-site personnel.

Inspection Certifications
Our inspectors are provided with an outline of performance standards that each inspector is required to meet and uphold. Most of our inspectors have American Construction Inspectors Association certification and attend regular seminars, college courses, and in-house presentations to keep abreast of current construction technologies. Inspectors are required to provide proof of certifications and Willdan assists with payment of the certification/license fees. Some of Willdan's inspectors have obtained their QSP, ACIA, or APWA certifications through this reimbursement program. In addition, our inspectors are encouraged to participate in on-line safety classes conducted by Click-Safety and attend special in-house training from our traffic professionals on traffic control safety.

Inspection Equipment
Willdan has a standard set of equipment that each inspector is required to have on hand. In some cases, Willdan maintains an inventory of the necessary equipment that is utilized by all inspectors. The list includes items such as vehicles and vehicle maintenance; cell phones; laptop computers; digital cameras; hand and other general inspection tools necessary to perform normal public works inspections; general office supplies; safety equipment – boots, hard hats, and vests; and agency standards plans, specifications, and manuals. Willdan maintains checklists of equipment assigned to each inspector for each project.

Two parallel Developer-built 150 long box girder bridges to be owned and maintained by the City after completion of construction. The City does not own or maintain any other bridges, so they are inexperienced and unfamiliar with this type of project. Willdan assigned a qualified construction manager to participate in developer’s construction meetings, conduct periodic site visits, and oversee the Developer’s contractors work, including oversight of developer funded third party testing and special inspections. Willdan prepared a checklist of documents to be provided by the Developer prior to City acceptance, such that the City will have the necessary archived information regarding construction of the new bridge. Willdan will also be developing a bridge maintenance checklist for the City to use on an ongoing basis after the structure is accepted by the City.

Willdan provided professional construction engineering services for the management and inspection of a project for the emergency repair of damage to County Road 306 at Salt Creek (Bridge 11C-0057). The goal of the project was to fix an emergent structural deficiency at both bridge approaches caused by scour and erosion and restore bridge 11 C-0057 and County Road 306 to pre-existing conditions. The project repaired damage to the approach roadway of County Road 306 caused by winter storms and discovered during a declared emergency; and provided for the bank protection of bridge 11C-0057. K-rail was previously installed to prevent access to the bridge and message boards were placed to alert drivers of the closure. The construction work was completed under force account due to the emergency nature of the contract. This project replaced the fill behind both bridge abutments, replaced the sacked concrete with rock slope protection (RSP), restored the roadway with new compacted aggregate base and hot mix asphalt (HMA), and constructed non-erosive drainage outlets to the creek.
