RE: REQUEST FOR PROPOSAL FOR CONSULTING INSPECTION SERVICES Dear Selection Committee:

Interwest Consulting Group, Inc. (Interwest) is pleased to submit our proposal to provide consulting inspection services to the City of Anaheim. With over two decades of experience supporting public agencies across California, we are uniquely positioned to deliver high-quality, compliant inspection services that align with the City’s goals for excellence, accountability, and community impact.

Interwest has had the pleasure of working with the City of Anaheim since 2017, providing services including Building & Safety Services, Real Estate Services, and Planning & Zoning Services. We present a highly qualified and appropriately licensed team of experienced and credentialed professionals ready to provide services to the City. We are uniquely qualified to perform the requested services as evidenced by our proven track record and testimony of our past and current clients. We pride ourselves in building long-term, sustaining relationships and providing solutions to strengthen your community.

Our team offers deep expertise in both construction and building inspections across a wide range of project types. Our proposed construction inspectors have hands-on experience with infrastructure projects—including roadway, bridge, traffic signal, stormwater, sewer, and public parks—under GREENBOOK and Caltrans standards. We support both traditional and Design-Build delivery methods and are skilled in interpreting and enforcing design plans, specifications, and local codes.

We understand the importance of compliance with the City’s Second Amended and Restated Community Workforce Agreement (CWA). Our inspectors are experienced in quality control and quality assurance roles that fall under covered crafts, and we are fully prepared to execute a Letter of Assent as required.

Our team includes QSP- and QSD-certified professionals, and we maintain a strong working knowledge of NPDES requirements and best management practices for stormwater pollution prevention.

As a full-service company serving over 300 municipal agencies statewide, we have established robust internal protocols and standard operating procedures designed to facilitate effective client support.

Our substantial bench strength empowers these managers to allocate tasks to the most qualified and available personnel, ensuring that each project progresses smoothly to completion.

Bill Evans is the Professional-in-Charge and will oversee Quality Assurance/Quality Control (QA/QC) and offer any necessary internal assistance or expertise. Bill is an experienced Principal-in-Charge, Project Manager, Public Works Director, and Assistant City Manager. He has over 35 years of diversified experience on a municipal level. In these roles, Bill has performed operations oversight and collaborated with City Managers and Commissioners in strategic planning for City budgets, which included approving administrative transfers and processing amendments.

City of Anaheim | RFP for Consulting Inspection Services 5 THOUGHTFUL SOLUTIONS. THRIVING COMMUNITIES.

The interwest Advantage
We have extensive experience providing the requested services to the City since 2017, as well as other local municipalities in Orange County and throughout California.

Experience in California: Interwest has proudly served numerous municipalities across California, gaining a deep understanding of the unique needs and challenges of each area.

Our staff’s extensive local experience has provided invaluable insights into the specific concerns and priorities of these communities. This includes a thorough familiarity with all relevant local standards, regulations, and codes, ensuring compliance and efficiency in every project. Additionally, we have built strong, long-standing relationships with the community, local agencies, and key stakeholders, including Caltrans, which allows us to effectively collaborate and navigate project approvals and requirements.

Small Firm Focus, Large Firm Resources: At Interwest, our primary focus is delivering comprehensive, turnkey support services that seamlessly integrate with our California clients’ operations. Unlike many of our competitors —who are often either too small to offer a full range of specialized services or too large and dispersed to provide tailored local support—we strike the perfect balance. As a full-service organization, we have the robust resources to meet any and all project demands, while still maintaining the flexibility and agility to focus on the specific needs of each community. This allows us to scale our services in response to the City’s evolving requirements, ensuring that our clients receive the personalized attention of a small firm, backed by the extensive capabilities of a larger organization.

A Wealth of Relevant Municipal Experience: Our team brings a wealth of relevant municipal experience, having served as municipal employees—often in key management roles—within various government agencies. This insider knowledge allows us to understand how municipal systems and processes work from the inside out, enabling us to navigate bureaucratic structures and decision-making processes with ease. Our staff’s firsthand experience positions us to manage projects efficiently while fully representing the City’s goals and priorities. We are adept at balancing these goals with the realities of budgetary constraints and time limitations, ensuring that projects are executed responsibly, on time, and within budget, all while maintaining the highest standards of quality and service.
“Interwest is very responsive to our needs and check in with us regularly on performance of their staff. We see immediate response and proactive leadership on many fronts from top to bottom. We have skilled expertise and experience from Interwest that aligns with our community and organizational values and needs.” Bryan Jones, City Manager (Former)

Approach to Communication & Coordination
One of the keys to the efficient and successful flow of information is clear, effective communication.

Everyone involved with a contract of this size and scope must be aware of changes, progress, and challenges. We commit to working with you to determine the best ways to communicate the right information to the right people at the right time. Our priority is to ensure the best possible experience working with our team—with minimum impact on the City and its citizens.

Meetings are an integral part of the plan, especially at contract start-up. Everyone involved must be aware of progress and changes to expect going forward. We will prepare communications that can be shared with all City staff, detailing what to expect during the contract transition and moving forward.

We work with you to develop a schedule and format to meet your needs for aggregate reporting. Report formats may include monthly, quarterly, and annual reports summarizing activity levels, adherence to performance metrics, and other items of special interest to the City. We ensure our work effort is clearly communicated to the City throughout the contract’s life, adjusting as necessary.

Staffing
Interwest will tailor staffing levels to the specific requirements of each task order. Tyrone Chesanek, our Project Manager, will provide direct oversight and technical leadership throughout the contract.

Day-to-day operations will be managed by our Construction and Building Inspectors, with assignments based on experience, workload, and project timelines to ensure efficient and responsive service.

To promote continuity and minimize disruptions, Tyrone will ensure that once staff are assigned to a project, they remain dedicated to it. Additionally, Interwest will assign Scott Harrison as the Back-up Project Manager from the outset. Scott and Tyrone have a strong working relationship, having frequently supported each other on other municipal projects.

Our team is structured to manage multiple tasks simultaneously, and our internal systems support this with tools like MS Project, Primavera P6, Procore, and custom tracking platforms that keep tasks, deadlines, and budgets on track. In the event that personnel changes are necessary during the three- year term, Interwest will ensure that any replacement staff meets or exceeds the qualifications and experience of the original team member. To support a smooth transition, we follow a structured process that ensures continuity in service delivery.

CROSS/hyphen.caseTRAINING AND SHADOWING
