Proposal for On-Call Materials Testing, Deputy Inspection, Environmental Engineering, and Science Services

3 Technical Approach and Understanding
In support of the RFQ, the Materials Testing, Inspection, and Environmental Engineering & Science Services should consider the requirements and Guidelines of the following Standards and Specifications:
 City of Anaheim
 Caltrans
 Greenbook, Standard Plans for Public Works
Construction
 American Public Works Association (APWA)
 American Water Works Association (AWWA)
As applicable, in addition to the above, we will perform our work in general accordance with the following documents:
 Most recently adopted Uniform Building Code and California Building Code  Seismic Hazards Mapping Act and Alquist-Priolo Earthquake Fault Zoning Act  ASTM guidelines relating to geology and geotechnical work have to do with laboratory testing and field procedures. All applicable ASTM guidelines will be enforced.  State Mining and Geology Board, General Guidelines for Reviewing Geological Reports.

Further detailed technical approaches are stated as follows:

The geotechnical report is the tool used to communicate the site conditions and design and construction recommendations to the project design and construction team. Site investigation for projects have the objective of providing specific information on subsurface soil, rock, and water conditions. Interpretation of the site investigation information, by a geotechnical engineer result in the design and construction recommendations and should be presented in a project geotechnical report. The importance of preparing an adequate geotechnical report cannot be overstressed. The information contained in this report is referred to often during the design period, construction period, and frequently after completion of the project (resolving claims). Therefore, the report should be clear, concise, and accurate. Both an adequate site investigation and a comprehensive geotechnical report are necessary to construct a safe, cost-effective project.

While the geotechnical report content will vary by project type and size, all geotechnical reports should contain basic essential information, including:
 Summary of all subsurface exploration data, including subsurface soil profile, exploration logs, laboratory or in situ test results, and ground water information.
 Interpretation and analysis of the subsurface data.
 Specific engineering recommendations for design.
 Discussion of conditions for solution of anticipated problems; and  Recommended geotechnical special provisions.

As applicable, in addition to the above, we will perform our work in general accordance with the following documents:
 Most recently adopted Uniform Building Code and California Building Code  Seismic Hazards Mapping Act and Alquist-Priolo Earthquake Fault Zoning Act  California Geological Survey (CGS) Notes:
• Note 41 - Guidelines for Reviewing Geologic Reports
• Note 48 - Checklists for the Review of Geologic/Seismic Reports for California Public Schools, Hospitals, and Essential Services Buildings
• Note 49 - Guidelines for Evaluating the Hazard of Surface Fault Rupture Proposal for On-Call Materials Testing, Deputy Inspection, Environmental Engineering, and Science Services

4  California Division of Mines and Geology Special Publication 117, Guidelines for Evaluating and Mitigating Seismic Hazards in California
 Southern California Earthquake Center, Recommended Procedures for Implementation of DMG Special Publication 117, Guidelines for Analyzing and Mitigating Liquefaction in California  ASTM guidelines relating to geology and geotechnical work have to do with laboratory testing and field procedures. All applicable ASTM guidelines will be enforced.  State Mining and Geology Board, General Guidelines for Reviewing Geological Reports.

To accomplish the scope of services and satisfy the requirements of the projects, we will provide the services as follows.

Review of the Existing Information

1. Conduct a review of available geotechnical and geological information from previous investigations by others, public records, our in-house records/database on past work in the vicinity of the Project limits and any other readily available information.

2. Review the Preliminary Infiltration Investigation report for Norwalk City Park prepared by NorCal Engineering dated December 1, 2016.

3. Review of the existing information may include reviews of the project documents prior to planning phase, if requested.

Geotechnical Investigation
Geotechnical investigation would best accomplish by considering following stages:

1. Pre-Drilling Activities: Pre-drilling activities are conducted primarily for the purposes of data gathering and safety. During the stage of data gathering, the following will be performed:
• Site Visit: we will have a site visit to observe the topography and visualize the proposed improvements at the project site. At the site, we will conduct limited surficial geologic mapping to collect preliminary soil type information that may be useful in our evaluation. • Research and Review: The goal of this task is to collect existing relevant subsurface information that is available for the area. The information includes geologic maps by the California Geologic Survey (formerly the California Division of Mines and Geology) and USGS, and boring logs/Log-of- Test-Borings sheets for the existing structures to determine soil type and strength, groundwater depth and any unusual subsurface conditions that may impact this project. The collected information and all documents provided by the City will be reviewed and used in our project planning.
• Drilling Permit and Utility Clearance: A permit application regarding the proposed filed borings will be submitted to the County of Los Angeles prior to field drilling. We will notify DigAlert to obtain underground utility clearance.

2. Drilling and Sampling Methods
• Drilling/Coring and Sampling: We will conduct the subsurface exploration as needed. Prior to conducting the field exploration, an exploratory boring location plan will be developed and provided for review. The boring location plan will also be used to apply for encroachment permits. The exploratory borings will be drilled using appropriate equipment which may be a truck mounted drill rig advancing hollow-stem or solid-flight augers, an air-rotary rig, or a mud rotary rig. If shallow groundwater is anticipated, a mud rotary rig will be used for drilling. Bulk and relatively undisturbed ring samples will be collected for laboratory testing.

Cone Penetration Test (CPT) soundings may also be advanced at the site. These soundings may be standalone, if site conditions and project needs so warrant, or done in conjunction with borings. The CPT will provide a continuous stratigraphy at each location. The subsurface information obtained from CPT will also be used to derive geotechnical parameters such as shear strength, relative density Proposal for On-Call Materials Testing, Deputy Inspection, Environmental Engineering, and Science Services

5 stress history, and equivalent blow counts. If both CPTs and borings are done, data from boring logs will be used to refine the interpretation of soil parameters from CPT data. This will allow better definition of subsurface conditions across the site and will supplement the results of laboratory testing done on soil samples collected from borings. The CPT data will also be extremely useful in evaluating liquefaction potential and earthquake-induced settlement. If work is carried out on an active site, we will work with the District’s staff to minimize disruptions to other site activities, and complete field work within schedule without causing any delays to other operations and we will work closely with the District’s staff to coordinate activities with other public agencies or private entities that may have jurisdiction at the site.

For field percolation tests to determine the infiltration characteristic of the on-site soils, the 8-inch diameter boring is lined with 3-inch diameter perforated PVC pipes surrounded by gravel filter packs.

The hole is presoaked to provide an equilibrium condition prior to recording the time and drop in water level. The water level will be monitored for about 20 minutes, with measurements taken every twenty (20) minutes. The measured infiltration rates will be reduced using the reduction factors addressed in LID manual (GS200.2, 2017) to determine the design values.

After completion of exploratory drilling, logging, and sampling operations, boreholes will be backfilled with a mixture of cement and slurry. The soil cuttings retrieved during field drilling will be stored in soil drums and disposed of per CA State regulation.

Geotechnical Laboratory Testing
The field boring logs will be reviewed and analyzed to select representative bulk and ring samples for laboratory testing. Results of the laboratory tests will be used for engineering analyses to develop design and construction recommendations for the proposed improvements. The following soil tests are envisioned for this Project:
 In-place moisture content and dry density determination tests for each undisturbed sample.  Atterberg Limits tests for plasticity determination and soil classification.  Sieve analyses for grain size distribution and soil classification.  Direct shear tests on undisturbed samples and, if appropriate, on remolded samples to determine the shear strength of the materials.
 Consolidation tests to determine the compressibility of the materials.  Expansion Index tests to determine the expansion potential of soils.  Compaction tests for use in preparing earthwork recommendations.  Stabilometer (R-value) tests for use in developing paving recommendations.  Corrosion tests to determine corrosion potential of the soils.

All tests will be conducted in accordance with Caltrans Test Methods or American Society of Testing and Materials (ASTM) Standards or Caltrans test methods (CTM).

Geotechnical Engineering Analyses
Results obtained from the field exploration and laboratory tests will be used to develop idealized subsurface profiles and define soil parameters for seismic study and geotechnical design. The seismic study will include the following items:
 Active faults and peak bedrock accelerations in accordance with CBC.  Acceleration response spectra (ARS) curves in accordance with Caltrans procedure.  Faults rupture evaluation.
 Liquefaction evaluation, including recommendations for mitigation.  Geotechnical design will be performed based on the approved preliminary plans. The following analyses are anticipated for this Project:
• Determination of soil conditions.

Proposal for On-Call Materials Testing, Deputy Inspection, Environmental Engineering, and Science Services
