CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: AUGUST 12, 2025
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: AWARD ENGINEERING SERVICES AGREEMENT WITH HARRIS

AND ASSOCIATES FOR THE VERMONT STREET ALLEYS

SANITARY SEWER IMPROVEMENT PROJECT
ATTACHMENT (Y/N): YES ITEM # 14
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve an Agreement with Harris and Associates, in the amount of $514,776, plus a 10% contingency for a total contract not-to-exceed amount of $566,254, to provide engineering services for the Vermont Street Alleys Sanitary Sewer Improvement Project (Project), and authorize and direct the Director of Public Works or designee, on behalf of the City of Anaheim (City) to execute the Agreement and any related documents, and to take any and all actions as are necessary to implement and administer the Agreement.

DISCUSSION:

The Department of Public Works is seeking a consultant to design the Project to address sewer capacity and operational deficiencies for the alleys between South Street, Olive Avenue, Vermont Avenue, and Anaheim Boulevard shown in Attachment 2 by replacing approximately 3,430 linear feet of 70 to 100 year old sanitary sewer pipe. This Project will be coordinated with Anaheim Public Utilities Electric staff to avoid conflicts with the Olive/Vermont Electrical Underground Project.

On May 15, 2025, a Request for Proposals (RFP) was publicly posted on OpenGov. On June 12, 2025, three professional engineering firms submitted proposals for the Project. In accordance with Council Policy 4.1, a review committee conducted an evaluation and ranked the proposals as follows:

Firm List:

Harris and Associates – Irvine, CA
Glenn A. Rick Engineering & Development Company – Irvine, CA Onward Engineering – Anaheim, CA
The review committee concluded that Harris and Associates was the most qualified and responsive firm for this Project. Harris and Associates has the ability to perform the services outlined in the RFP exhibited by the firm’s knowledge of the subject work, Award Engineering Services Agreement with Harris and Associates for the Vermont Street Alleys Sanitary Sewer Improvement Project

approaches to address the scope of work, qualifications of the proposed team and its key personnel, as well as previous work experience.

The Agreement to provide design services is for $514,776, plus a 10% contingency for a total contract not-to-exceed amount of $566,254. The cost appears reasonable, and Harris and Associates is recommended to provide these services.

IMPACT ON BUDGET:

Adequate funding is available in the restricted Sewer Construction Fund of the Public Works Department’s FY2025/26 budget.

Respectfully submitted,
Rudy Emami
Director of Public Works
