CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: AUGUST 12, 2025
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: SANITARY SEWER MANAGEMENT PLAN RE-

CERTIFICATION
ATTACHMENT (Y/N): YES ITEM # 17
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, re-certify the Sewer System Management Plan (SSMP), with all such updates and insertions deemed necessary for implementation of said plan, in order to conform to the Statewide General Waste Discharge Requirements (WDR).

DISCUSSION:

On May 6, 2006, the State Water Resources Control Board adopted the Statewide General Waste Discharge Requirements (WDR) and Monitoring and Reporting Program by issuing Order No. 2006-0003. An updated version of the WDR was adopted by the State Board on December 6, 2022 by issuing Order No. 2022-0103-DWQ. The WDR was developed out of a growing concern about the water quality impacts of sanitary sewer overflows (SSO) and to present a consistent, state-wide approach to reducing, reporting, and mitigating the SSOs.

The WDR requires owners and operators of publicly owned sewer collection systems to develop a Sanitary Sewer Management Plan (SSMP). The SSMP provides a summary of the actions implemented by the City to comply with the requirements of the WDR. The WDR requires that the SSMP be re-certified every six years since its initial adoption in 2009. Council last certified Anaheim’s SSMP on May 14, 2019. The proposed 2025 SSMP does not contain any significant updates from the 2019 version.

Anaheim’s SSMP includes the following mandatory elements: 1) Goals and Objectives; 2) Organization; 3) Legal Authority; 4) Operations and Maintenance Plan; 5) Design and Performance Provisions; 6) Spill Emergency Response Plan; 7) Sewer Pipe Blockage Control Program; 8) System Evaluation, Capacity Assurance and Capital Improvements; 9) Monitoring, Measurement, and Program Modifications; 10) Internal Audits; and 11) Communication Program. The appendices include the specific details of the activities and procedures that staff follows to efficiently manage, operate, and maintain the sanitary sewer system and reduce or eliminate SSOs.
