DISCUSSION:
The Department of Public Works, Construction Services Division currently retains a team of on-call inspection consultants in order to support and augment the existing inspection staff during fluctuations in workload on budgeted capital improvement and other departmental projects. These on-call professional services agreements were awarded on April 27, 2021, are currently in their third and final two-year term, and are scheduled to terminate on June 30, 2027.
On-call agreements with multiple inspection firms are needed in order to obtain competent and experienced personnel to support a variety of activities on an as-needed basis, often on short notice, to work under the general supervision of the Inspection Supervisor or Professional Services Agreement for On-Call Consulting Inspection Services August 12, 2025
designee and have the ability to comply with the City’s Community Workforce Agreement requirements (CWA) if assignment is covered “Project Work”.
Due to a decline in the availability of the existing on-call consultants, the existing on-call agreements are insufficient to meet current and forecasted workload demands.
Public Works Construction Services Division currently maintains on-call professional services agreements with 20 consulting firms that offer inspection services. The work order amount for each assignment under this professional services agreement can vary significantly depending on the specific project’s scope, schedule, duration, and complexity. While the majority of work orders in this program will likely be valued at less than $150,000, the larger work order amounts that span multiple years have historically ranged from $375,000 to $475,000 based on current and past work orders. The agreement shall be for a two-year term with the City’s expiring on June 30, 2027, at the same time as the current 20 consulting firms, with no option to renew.
In May 2025, the Construction Services Division issued a Request for Proposals (RFP) (Attachment 12) from inspection consultants and received responses from 13 firms. In accordance with Council Policy 4.1 – Selection of Professional Consultants, the Department established a review board, reviewed the proposals received, and ranked the proposals. The following 10 firms were deemed most qualified and selected in accordance with the review criteria set forth in Council Policy 4.1:
1. Cannon Corporation
2. Interwest Consulting Group, Inc.
3. LAE Associates, Inc.
4. NV5, Inc.
5. Onward Engineering
6. Southstar Engineering & Consulting, Inc
7. TKE Engineering, Inc.
8. Transtech Engineers, Inc.
9. Willdan Engineering
10. Z & K Consultants, Inc.
Therefore, the Department desires to contract with these 10 additional on-call inspection consultants.
The recommended consultants have extensive technical experience in Capital Projects inspections in their respective areas of expertise, quality assurance, acceptance procedures and proper licensing, certifications, and insurance to perform the required services in the State of California. These consultants will compete for work assignments through a Request for Work Order Proposal (RFWOP) solicitation process carried out by City staff. The work order amount for each assignment under this professional services agreement can vary depending on the specific project’s scope, schedule, duration, and complexity. The Public Works Construction Services Division serves multiple City departments that have a wide variety of scopes and magnitudes of their capital improvement program. Projects requiring these support services may include capital improvement projects covered under the Community Workforce Agreement; facility and system maintenance and rehabilitation projects; inspection of private development projects; or outside public utility projects.
COMMUNITY WORKFORCE AGREEMENT (CWA):
Services performed by consultant building/construction inspectors in support of projects identified as “Project Work” in the CWA are a covered craft as defined in the Second Amended and Restated CWA the City entered into with the Los Angeles / Orange Counties Building and Construction Professional Services Agreement for On-Call Consulting Inspection Services August 12, 2025
Trades Council and the Signatory Craft Councils and Local Unions. The Request for Proposals (RFP) included evaluation criteria for experience with and willingness to work on CWA projects.
The CWA, as amended, is a pre-hire collective bargaining agreement that establishes labor relations procedures. Therefore, the City’s inspection consultants are required to be parties to and bound by the Second Amended and Restated CWA by executing a Letter of Assent.
IMPACT ON BUDGET:
These professional service assignments are funded through project-specific budgets approved by the City Council in the City’s Capital Improvement Program Budget.
Respectfully submitted,
Rudy Emami
Director of Public Works
