CITY COUNCIL AGENDA REPORT
City of Anaheim

HUMAN RESOURCES DEPARTMENT
DATE: AUGUST 12, 2025
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: RESOLUTION RATIFYING THE CITY BECOMING A

MEMBER OF PUBLIC RISK INNOVATION, SOLUTIONS,

AND MANAGEMENT (PRISM)
ATTACHMENT (Y/N): YES ITEM # 21
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, approve the City to become an independent member of Public Risk Innovation, Solutions, and Management (PRISM) and delegate the Risk Manager to act in all matters related to the member and PRISM.

DISCUSSION:

Anaheim Fire and Rescue (AF&R) has reactivated the Community Care Response Unit (CCRU). CCRU was initially formed to provide medical aid through AF&R’s Emergency Medical System (EMS). When it was active, the City procured Medical Malpractice Insurance through PRISM’s predecessor in interest. CCRU was discontinued during the pandemic.

CCRU has been reactivated with a new mission to educate and treat populations directly affected by opiate usage. CCRU will utilize available data to identify frequent non- emergent callers and to develop concepts for field treatment or directing them to appropriate services or treatment as warranted.

Contract medical professionals are required to provide their own professional liability insurance. Their policy does not provide any coverage to the City for its medical malpractice exposure, which is broader than that incurred by paramedic services, which are considered incidental to the operations of AF&R. Therefore, the City must purchase medical malpractice coverage.

Resolution Ratifying the City Becoming a Member of Public Risk Innovation, Solutions, and Management (PRISM) August 12, 2025

Page 2 of 2 ends

The City reached out to its insurance broker, Alliant Insurance Services, to reactivate the prior insurance coverage with its previous insurer, PRISM. PRISM underwriting has offered terms more favorable than what are available on the traditional commercial insurance market for medical malpractice insurance and also requires the City to (re)join its Joint Powers Authority (JPA) as an individual member.

Joining PRISM as an individual member is in line with the City’s Strategic Plan Goal A, Maintain Financial Responsibility, Strategy 2 – Continue proactive pursuit of state and federal grant funds, and Goal B, Enhance Livability, Strategy 9 – Maintain and expand services to address homelessness and its impacts.

IMPACT ON BUDGET:

The City currently purchases excess worker’s compensation and crime coverage through PRISM and the added medical malpractice coverage is approximately $17,000. Sufficient appropriation is available in the General Insurance Fund. Costs will be allocated annually to Fire & Rescue through Intragovernmental Service Charges and will be supported by the department’s Opioid Abatement funds.

Respectfully submitted,
Linda N. Andal
Human Resources Director
