CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: AUGUST 26, 2025
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: ENGINEERING SERVICES AGREEMENT WITH WOODARD AND CURRAN, INC. FOR THE RESORT AREA SANITARY SEWER

AND ROADWAY WIDENING IMPROVEMENT PROJECT
ATTACHMENT (Y/N): YES ITEM # 11
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve the Agreement with Woodard and Curran, Inc., in an amount not-to-exceed $1,328,837 plus a 10% contingency for a total contract not-to- exceed amount of $1,461,720.70, to provide engineering services for the Resort Area Sanitary Sewer and Roadway Widening Improvement (Project), and authorize and direct the Director of Public Works or designee, on behalf of the City of Anaheim (City) to execute the Agreement and any related documents, and to take any and all actions as are necessary to implement and administer the Agreement.

DISCUSSION:

The Department of Public Works implemented a Resort Area sanitary sewer study upon approval of the General Plan Amendment and the First Amended & Restated Development Agreement No. 96-01 (1st Amended Agreement) with Walt Disney Parks and Resorts U.S., Inc. (Disney). The sewer study identified the best solution to provide a low-maintenance sewer line improvement with the required capacity for the foreseeable future on Katella Avenue. The recommended alternative from the study upsizes an existing sewer line and installs a new sewer line while also eliminating some high maintenance sewer siphons and replaces them with low maintenance solutions and system redundancy for reliability and increased capacity.

To minimize impacts to the traveling public and local businesses, this project is partnering with Disney who is required pursuant to the Subsequent Environmental Impact Report (SEIR) No. 352 Volume 2 Appendix J-2 to widen the northern side of Katella Avenue from 800 feet west of Harbor Boulevard to Disneyland Drive with a fourth westbound lane, thereby reducing traffic congestion.

Disney is funding 100% of all the roadway widening costs and $10,000,000 of the sewer line construction costs pursuant to the 1st Amended Agreement. The sewer improvement work will be on the northern side of Katella Avenue from Harbor Blvd. to Ninth Street and the southern side of Katella Avenue from Harbor Blvd. to West Street. The project does not intend to have any right-of-way impacts to the adjacent properties. are currently negotiating a Cooperative Agreement for the administration and management of the roadway widening work that will be presented to City Council for approval.

This coordination, cooperation, and partnering effort will allow for the sewer work and roadway work to be completed in advance of the 2028 Olympics with a single construction effort. This minimizes the impact to residents, businesses and guests while ensuring that the needs for the foreseeable future are provided.

On June 12, 2025, a Request for Proposals (RFP) was publicly posted on OpenGov. On June 26, 2025, three professional engineering firms submitted proposals for the Project. In accordance with Council Policy 4.1, a review committee conducted an evaluation and ranked the proposals as follows:

Firm List:

Woodard and Curran, Inc. – Irvine, CA
TKE Engineering, Inc. – Irvine, CA
KPFF Consulting Engineers – Newport Beach, CA
The review committee unanimously concluded that Woodard and Curran, Inc. was the most qualified and responsive firm for this project. The Woodard and Curran, Inc. proposal provided a detailed scope of work to mitigate the existing deficiencies, a work plan to meet the schedule requirements of the Project, a qualified and experienced team, and conformed to the guidelines and requirements detailed in the RFP.

The Agreement to provide design services is for $1,328,837, plus a 10% contingency for a total contract not-to-exceed amount of $1,461,720.70. The cost appears reasonable, and Woodard and Curran, Inc. is recommended to provide these services.

This Project supports Anaheim’s Strategic Plan Goal C – Invest in Infrastructure and Amenities, specifically Strategy No. 4 – “Improve, enhance, beautify, and maintain major street corridors”; and Strategy No. 13 – “Address deferred and ongoing maintenance needs”. In addition, it supports Anaheim’s Strategic Plan Goal F – Promote Economic Development and Tourism, specifically Strategy No. 1 – “Explore opportunities to maximize the benefits of the 2026 World Cup and the 2028 Olympics”.

IMPACT ON BUDGET:

Adequate funding is available in the restricted Sewer Construction and Local Contribution Grants Funds of the Department of Public Works FY 2025/26 budget.

Respectfully submitted,
Rudy Emami
Director of Public Works
