CITY COUNCIL AGENDA REPORT
City of Anaheim

HOUSING & COMMUNITY DEVELOPMENT

DEPARTMENT
DATE: AUGUST 26, 2025
FROM: HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: APPROVE ADOPTION OF THE 2025 CITIZEN PARTICIPATION

PLAN FOR HOUSING AND URBAN DEVELOPMENT

DEPARTMENT ENTITLEMENT AND SUCCESSOR PROGRAMS
ATTACHMENT (Y/N): YES ITEM # 03
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve the City of Anaheim’s 2025 Citizen Participation Plan for United States Department of Housing and Urban Development Entitlement and Successor programs; and designate the Director of the Housing and Community Development Department, or her designee, as the Certifying Official authorized to execute all documents related to the administration, management, and implementation of the 2025 Citizen Participation Plan.

BACKGROUND:

The City of Anaheim (City) receives an annual funding allocation from the U.S.

Department of Housing and Urban Development (HUD) for four major programs:

Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). These entitlement funding programs address critical, unmet local needs in the areas of affordable housing, public facilities, homelessness, infrastructure, economic development, and public services.

In accordance with HUD regulations found in 24 CFR Part 91, a Citizen Participation Plan (CPP) is designed to provide opportunities for Anaheim residents to give input on community needs and priority uses of the federal entitlement programs. This includes any successor programs developed by HUD to consolidate, expand, or otherwise alter the entitlement programs, and which HUD determines shall be governed by the Citizen Participation Plan regulations in 24 CFR Part 91. The CPP outlines the steps the city will take to encourage and ensure the participation of all citizens in the development of its core strategic documents and reports, including the Consolidated Plan, the Annual Action Plan, and the Consolidated Annual Performance and Evaluation Report (CAPER) documents.

DISCUSSION:

The City’s CPP was last adopted with the 2015-2019 Consolidated Plan, a 5-year strategic plan that outlines the needs and goals of the community and the use of federal funds for that time period. While the development of a CPP is not mandated every five years, the CPP should be regularly updated to reflect changing HUD guidelines and local context.

The last two amendments to the 2015-2019 CPP included an update to reflect the restructuring of the Anaheim City Council and the assigned representation to the Housing and Community Development Commission resulting from that restructure, as well as updates to the public input process considering the COVID-19 pandemic that limited the ability to conduct in-person public hearings.

The 2025 CPP replaces the 2017 CPP, aligns with the recently adopted 2025-2029 Consolidated Plan, and includes minor updates to streamline local administration of the HUD programs in compliance with HUD regulations. Proposed updates include removing excessive processes that could delay the adoption and submission of time-sensitive HUD documents, as well as providing clarity on the applicability of the substantial amendment process for HUD entitlement grants.

The draft CPP is posted on the City’s website for public review at https://www.anaheim.net/839/HUD-Programs. On August 20, 2025, the 2025 CPP was presented to the Anaheim Housing and Community Development Commission (HCDC).

The HCDC voted to recommend that the City Council approve the CPP.

These requests directly support the City’s Strategic Plan Goal B: Enhance Livability, Strategy 2: Develop strategies to stabilize and expand affordable, workforce, and home ownership housing options for low-income residents, and Strategy 9: Maintain and expand services to address homelessness and its impacts.

IMPACT ON BUDGET:

There is no budgetary impact since the Citizen Participation Plan does not reflect any monetary commitments.

Respectfully submitted,
Grace Ruiz-Stepter
Housing and Community Development Director
