RECOMMENDATION:
That the City Council, by Motion:
1. Approve Master Agreement with OneSource Supply Solutions, LLC for the purchase of electrical cable and wire, at an average annual cost of $1,429,531 plus any applicable sales tax, in the cumulative contract amount not to exceed amount of $7,147,655, with an initial term of three years with up to two optional one-year renewals, and
2. Authorize the Purchasing Agent, or designee, to execute the Master Agreement and all necessary documents related to the Master Agreement and to exercise the renewal options as appropriate.
DISCUSSION:
In March 2025, the City issued a competitive Request for Proposals (RFP) to establish multi-year agreements for the procurement of electrical cable and wire. The solicitation was publicly posted on the City’s procurement portal, structured to allow for multiple awards to cover the various types of electric cable and wire used to provide overhead and underground electric service. Staff recommends an award to OneSource Supply Solutions, LLC for a portion of the materials identified in the solicitation. Attachment 2 provides a detailed summary of the specific line items recommended for award to OneSource. Staff is continuing to finalize agreements with two other respondents from this solicitation for additional cable types and will bring forward award recommendations for Council consideration at a later date.
Due to global supply chain disruptions, price volatility, and increased lead times, the City is pursuing multi-year agreements to enhance vendor coordination, and improve delivery predictability to support Anaheim Public Utilities with their electric reliability and development projects. Compared to one-time purchases, multi-year agreements offer greater flexibility to coordinate long-lead procurement with evolving operational needs and improve responsiveness to both new service requests and emergency demands, with Approve Master Agreement with OneSource Supply Solutions for the purchase of electric cable and wire August 26, 2025
vendor-quoted lead times of approximately 4 to 6 weeks by maintaining an onsite inventory of routine supply items, compared to the 12 or more weeks typically required through standard procurement.
The recommended agreement with OneSource includes an initial three-year term, with options to renew for up to two additional one-year periods. The annual cost is based on projected demand over the term of the contract, derived from operational needs and capital improvement forecasts. There is no guarantee or implied commitment to purchase a specific quantity over the term of the agreement. OneSource has also agreed to fixed pricing for the duration of the agreement, offering cost stability amid a volatile commodity market. In addition, the vendor will maintain frequently used cable types in local inventory to support emergency restoration needs due to storms, accidents, or other unplanned events.
Proposals for this solicitation were received from four vendors: OneSource Supply Solutions, LLC (Fullerton, CA); The Okonite Company (Long Beach, CA); Anixter, Inc. [Wesco International] (Corona, CA); and Marmon Utility, LLC (Milford, NH). Each proposal was evaluated based on criteria that includes price, delivery time, and additional service options such as safety stock availability and emergency response capabilities.
IMPACT ON BUDGET:
Sufficient funds are included in APU’s Fiscal Year 2025/26 restricted Electric Utility fund budget, and future years will be subject to City Council’s approval of budget appropriations.
