RECOMMENDATION:
That the City Council, by Motion, approve the 2025-01 Amendment to an agreement with Insurity LLC (Insurity), successor in interest to Systema Software LLC (Systema) for a one (1) year extension of the Master Software and Services Agreement for the management of self-administered claims, in an amount not to exceed $126,500, and authorize the Purchasing Agent to amend and exercise up to three one-year renewal options to include up to a 15% contingency per year.
DISCUSSION:
The Human Resources Department, Risk Management Division, is responsible for administering claims against the City in the area of general liability (personal and property), industrial safety administration, and workers’ compensation on behalf of the City. The City Council approved the original agreement and related extensions since August 30, 2016. The attached extension is for a one-year period through August 31, 2026.
The one-year extension is necessary to ensure the uninterrupted administration of claims. Additional renewals through the Purchasing Agent are critical to maintaining business continuity. Insurity is fully integrated with the existing City systems and is essential in managing the City’s self-administered claims.
Insurity is a market leader and sets industry standards for risk management information systems, design, implementation, and operational support. Insurity has demonstrated a strong commitment to partnering with the City by offering system upgrades that enhance efficiency and improve service delivery.

This amendment and future renewal options, through the Purchasing Agent, will maintain the current system supporting continuity, reliability, and the ability to build on the current operating platform.
IMPACT ON BUDGET:
Sufficient funds for this expenditure have been included in the Human Resources FY 2025 -2026 General Insurance Fund Budget.
