CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: AUGUST 26, 2025
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE AMENDMENT TO MASTER AGREEMENT WITH
HASA, INC. dba COMMERCIAL AQUATIC SERVICES FOR

CHEMICAL AND MAINTENANCE SERVICES FOR THE

PEARSON PARK POOL AND WATER FEATURE
ATTACHMENT (Y/N): YES ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve Amendment Number One (1) to Contract MA# 106-498168 with Hasa, Inc. dba Commercial Aquatic Services to increase the annual not-to-exceed amount from $98,591 to $150,000, and establish a cumulative not- to-exceed amount of $750,000 over the full term of the contract, including the base year and all optional renewal periods, if exercised, for chemicals and maintenance services for the Pearson Park Pool and water feature; and authorize the Purchasing Agent, or their designee, to execute the amendment and all documents necessary to implement this amendment and future renewal periods.

DISCUSSION:

The Master Agreement with Hasa, Inc. for chemical and maintenance services for Pearson Park Pool and water feature was approved by City Council on September 24, 2024, with an initial not-to-exceed amount of $98,591. This amount was based on anticipated as-needed services, repairs, and replacement parts. Chemical supply and maintenance services are performed on a scheduled and as-needed basis; however, there is no guarantee or implied commitment to purchase a specific quantity over the term of the contract.

During the early months of the agreement term, staff was notified of several unanticipated repair needs at Pearson Park Pool that required immediate attention. In addition, unpredictable chemical costs and higher than expected usage led to expenses exceeding initial projections. To ensure continued compliance with health and safety standards, and to support scheduled service needs throughout the swim season, an increase to the annual not-to-exceed amount is being requested from $98,591 to $150,000. This amendment will establish a cumulative not-to-exceed amount of $750,000 for the full contract term, including the renewal periods if they are exercised.

This adjustment will provide the flexibility needed to address unforeseen repairs and fluctuating chemical demands.
