CITY COUNCIL AGENDA REPORT
City of Anaheim

OFFICE OF THE CITY CLERK
DATE: AUGUST 26, 2025
FROM: OFFICE OF THE CITY CLERK
SUBJECT: APPOINTMENT TO THE PUBLIC UTILITIES BOARD
(DISTRICT 1), UNSCHEDULED VACANCY
ATTACHMENT (Y/N): YES ITEM # 20
GOVERNMENT CODE §84308 APPLIES: NO
RECOMMENDATION:

That the District 1 City Council Member, through the nomination and appointment process, make an appointment to the Public Utilities Board to complete an unexpired term, ending December 31, 2028.

DISCUSSION:

City boards and commissions (“commissions”) perform a valuable service to the City by providing a means by which the City Council can obtain the advice, opinions, and recommendations of City residents and other members of the community. The Public Utilities Board acts as an advisory body to the City Council relating to matters pertaining to the operation and conduct of the electric, water and other public utilities under the operation and/or management of the Public Utilities Department. Each appointment is directly nominated by and serves a term concurrent with the nominating elected official, which is ratified by an affirmative majority vote of the City Council.

Gabriel Dima-Smith was first appointed to the Public Utilities Board on March 4, 2025 to a term ending December 31, 2028. Mr. Dima-Smith has resigned from his position and therefore appointment to complete his term is necessary.

Pursuant to Section 54974 of the Government Code, the Notice of Unscheduled Vacancy was posted and has remained posted for ten working days.

IMPACT ON BUDGET:

Funds to support the work of the Boards and Commissions are budgeted by the City Departments providing support and liaison.

Respectfully submitted,
Theresa Bass
