DISCUSSION:

Bidders were required to hold a valid C-11 Elevator Contractor license and submit at least three references from facilities of similar or larger size. The bid specified a comprehensive, all-inclusive preventative maintenance program at a fixed monthly cost to cover service for the 18 elevators and 24 escalators located throughout the Anaheim Convention Center campus. The fixed monthly fee includes two full-time, on-site qualified elevator and escalator mechanics, working 40 hours per week each, covering seven (7) days per week, and responsible for preventative maintenance, inspections, safety tests, and responding to emergency repairs.

Preventative maintenance and repair of elevators and escalators is a specialized and complex task that requires experienced technicians to ensure safe, reliable, and continuous operation. Any equipment downtime can disrupt facility operations, pose safety risks and impact event activity. Therefore, it is essential that this work be performed by a qualified contractor with the necessary expertise and technical skills.

The not-to-exceed (NTE) amount additionally includes $90,000 ($30,000 per year) to cover state inspection fees, permits, and other miscellaneous expenses. It also includes $300,000 ($100,000 annually) for materials and labor needed for emergency repairs.

These funds will only be used as necessary, with no guarantee, or implied obligation, that the full amounts will be expended.

The agreement will have a three-year base term, with renewal options allowing the total contract duration to extend up to seven years. Pricing will remain firm during the initial base year. However, for each renewal period, pricing will be negotiated annually, but any increase is capped at the percentage change in the Consumer Price Index (CPI) for the Los Angeles, Long Beach, and Anaheim metropolitan areas over the preceding 12 months.

IMPACT ON BUDGET:

Sufficient funds are available in the Convention Center’s FY 2025/26 budget. Funding for subsequent renewal years is subject to City Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
Deborah A. Moreno Thomas Morton, Executive Director
Finance Director/ City Treasurer Convention Center, Sports, and Entertainment
