CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: SEPTEMBER 9, 2025
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: REQUEST FOR DELAY OF MEASURE M2 FUNDS FOR THE

STATE COLLEGE BOULEVARD STORMWATER CAPTURE AND

CONVEYANCE PROJECT
ATTACHMENT (Y/N): YES ITEM # 07
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, authorize the request for delay of Measure M2 Environmental Cleanup Program (ECP) for the State College Boulevard Stormwater Capture and Conveyance Project.

DISCUSSION:

The City was awarded a competitive grant in the amount of $1,500,000 from the Orange County Transportation Authority (OCTA) under the Measure M2, Environmental Cleanup Program (ECP) Tier 2 Program in October 2024. The funds are for the construction of a diversion structure in Wagner Street at State College Boulevard as well as infiltration wells in State College, south of Ball Road. The project also includes a three-stage filtration system to clean the water before it is conveyed down a pipe in State College to infiltration wells south of Ball Road. The project is currently in the design phase, scheduled to be completed by the end of 2025 and construction is anticipated to be completed by the end of 2026.

The grant requires a construction contract to be awarded before December 31, 2025. While the project is on track to meet that deadline, it would be prudent to request a delay to accommodate any unforeseen circumstances that would delay the award until 2026. As part of this process, OCTA requires agencies to submit a resolution that authorizes the request for the proposed delay. A copy of the approved resolution must be provided to OCTA prior to consideration of the delay by the Board of Directors.

IMPACT ON BUDGET:

There is no direct impact on the budget. However, should Council not approve the resolution to authorize the request for delay, and if the contract is not awarded by the end of this calendar year, the grant funds would be subject to forfeiture.
