CITY COUNCIL AGENDA REPORT
City of Anaheim

POLICE DEPARTMENT
DATE: SEPTEMBER 9, 2025
FROM: POLICE DEPARTMENT
SUBJECT: AUTHORIZE PURCHASE OF 40MM LESS LETHAL PARTS AND ACCESSORIES PURSUANT TO MA # 106-498427 WITH
PROFORCE MARKETING, INC. DBA PROFORCE LAW

ENFORCEMENT
ATTACHMENT (Y/N): YES ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, authorize the purchase of 40mm less lethal parts and accessories, in the amount of $821,323.23, pursuant to MA # 106-498427 with Proforce Marketing, Inc. dba Proforce Law Enforcement.

DISCUSSION:

On April 8, 2025, the City Council approved Contract MA# 106-498427 with Proforce Marketing, Inc. (“Proforce”) for the purchase of law enforcement tactical equipment, technology, and related products needed to outfit the Anaheim Police Department (APD), in a cumulative amount not to exceed $3,750,000 (with a projected cost of $1,500,000 for the first year, with three optional one-year renewals). The City was able to leverage cooperative Contract # OD-402-24 between Purchasing Cooperative of America and Proforce, to ensure full compliance with Council Policy 4.0 As part of the April 8, 2025 Council discussion of this item, the Police Chief explained that, of the $1.5 million allocated for the first year of the contract, $805,000 had been earmarked for the purchase of 40mm less lethal parts and weapons. The Department’s plan was and is to equip each patrol vehicle with a 40mm projectile launcher to give officers a less lethal option at their ready disposal, and one that presents reduced risks of injury and other safety issues. At the conclusion of the discussion, Council unanimously approved the Master Agreement allowing the department to procure additional necessary equipment and supplies available under the cooperative contract with Proforce, and authorized the purchase of the 40 mm less lethal parts and weapons.

Subsequent to the April 8 approval, the City implemented enhanced protocols to ensure that all purchases made pursuant to approved Master Agreements are expressly authorized by the City Council if they exceed the City Manager’s $200,000 in authority.

Because the cost of the 40mm equipment exceeds the City Manager’s authority, the Anaheim Police Department is bringing this purchase back to Council for approval. The current cost of the equipment is $821,323.23, and Proforce has confirmed that it will Authorize the purchase of 40mm less lethal parts and accessories with Proforce pursuant to MA #106-498427 September 9, 2025

honor the pricing detailed in the attached quote. The items are needed to ensure that less lethal options are available to officers for harm reduction purposes. This investment ensures compliance with industry standards, enhances tactical capabilities, reduces long- term costs, and fosters public trust by demonstrating APD’s commitment to safety and effective law enforcement. Due to the importance of this equipment for risk mitigation, its cost is being equally shared (50% each) by the Police Department and Risk Management.

IMPACT ON BUDGET:

Sufficient funds are available in the Police Department’s Restricted Law Enforcement Grant fund and Human Resources General Insurance fund.

Respectfully submitted,
Rick P. Armendariz
Chief of Police
