RE: Agenda Item 4 – Approval of the FY 2025– 2029 Consolidated Plan and FY 2025– 2026 Annual Action Plan
Thank you for the opportunity to review and comment on the City of Anaheim’s 2021-2029 draft Housing Element dated May 16, 2024. The Kennedy Commission ( the Commission) is a broad-basedcoalition of residentsand community organizations that advocatesfor the production of homes affordable for families earning less than $ 30,000 annually in Orange County. Formed in 2001, the Commission hasbeensuccessfulin partnering and working with Orange County jurisdictions to create effective housing and land- use policies that have led to the construction of homesaffordable to lower-income working families.

We commend the City of Anaheim for the development and proposed adoption of the FY 2025–2029 Consolidated Plan and FY 2025–2026 Annual Action Plan. Thesefederally funded plans play a critical role in addressing housing insecurity, expanding housing access, and promoting neighborhood equity acrossthe city. We recognize the City' s thoughtful approachto prioritizing housing for extremely low-, very low-, and low- income households, aswell asits commitment to homelessnessprevention, special needshousing, and fair housing services.

The City' s robust community engagementprocess— including multilingual outreach, virtual and in-personmeetings, and an extendedpublic survey— helped ensurethat Anaheim residentshad meaningful input in shaping the goals and priorities of theseplans. We are especially encouragedby the clear alignment betweencommunity- identified needsand the City’s strategic goals, including affordable housing development, infrastructure investment, and supportive servicesfor vulnerable populations.

As the City moves toward implementation, we encourageongoing transparencyand regular reporting on measurableoutcomes. We also urge the City to continue prioritizing the production and preservation of affordable housing, particularly for extremely low- and very low- income households who are most at risk of displacement or homelessness. We further recommend the City clearly communicate how new federal guidance and executive orders— such asthe updatedAffirmatively Furthering Fair Housing ( AFFH) requirements— will be operationalized in Anaheim’ s ongoing efforts to dismantle housing barriers.

We appreciate Anaheim’ s leadership in advancing equity- driven housing solutions and look forward to supporting the City’s continued work to meet the needsof lower-income residents. If you have any questions, please feel free to contact me at (949) 250- 0909 or cesarc@kennedycommission. org.

Sincerely,
1 Cesar Covarrubias

Subject:[ EXTERNAL] Should Congress cut taxes for working families? Warning: This email originated from outside the City of Anaheim. Do not click links or open attachments unless you recognize the sender and are expecting the message.

Dear neighbor,
I believe that tax cut policy should focus on working families, not billionaire s. Earlier this month, Congress passed H. R. 1, which gave the largest tax cut ever to America’ s t op 0. 1%. These tax cuts were paid for by cutting Medicaid, SNAP, and other essential services t hat working families across the nation depend on and adding to our national debt for our children t o pay for. Working families and our children will pay for the tax cut.

I voted no on H. R. 1 because I believe that everyone should pay their fair share. I am committed to lowering costs for working families. As we address this bipartisan effort in Congress, I w ant your opinion.

I WANT YOUR OPINION:

Should Congress cut taxes for working families?
Yes
No
Taking th is survey will sign you up for fu ture news a nd u pdates from our o ffice.

As I work with my colleagues in Congress to cut taxes for working fa milie s, I will keep your thoughts in mind. My job is to bring your voice to Washington, and I w ant to continue hearing from you as Congress considers taking action.

Sincerely,
Rep. Lou Correa

Subject:[ EXTERNAL] Working for you in Washington.

Warning: This email originated from outside the City of Anaheim. Do not click links or open attachments unless you recognize the sender and are expecting the message.

Dear Neighbor,
This week I was back in Washington pushing for common sense solutions to help hard- working Orange County taxpayers on Main Street. I personally met with VA Secret ary Doug Collins and pushed for the VA to better support our veterans here in Orange County, introduced legislation to protect consumers and students, stood up for our immigrant neighbors, and fought to support those struggling with mental health challenges. It was a busy week back in Washington, so I wanted to take a moment to show you what I’ve been working on.

PUSHING FOR VA CEME TERY IN ANAHE IM
This week, during a meeting with Department of Veterans Affairs ( VA) Secretary Doug Collins, I urged the VA to move forward with building Orange County’ s first ever veterans’ cemetery in Anaheim. When it comes to our military heroes, all gave some, and some gave all. A VA cemetery in Orange County will allow thousands of our servicemen and women to be laid to rest back home. This cemetery building effort is supported unanimously across our district. I’ll keep fighting to get this job done.

Con gressman Correa han d delivered a letter advocating for the VA cemetery to Secretary Collins

INT RO DUCING LEGISLATIO N TO HELP CO NSUME R S SAVE MONE Y I also introduced the Consumer OPT- IN Act to make sure Americans can choose how they spend their money. It takes one second to sign up for online subscriptions, which can end up costing hundreds of dollars– or more– each year, but it can be nearly impossible to cancel these subscriptions. My legislation would create an easy option for consumers to ‘ click to cancel’ t o ensure that hard- working Americans are only spending their money on subscriptions they actually w ant. Click to cancel is common sense policy that makes it easier to end subscriptions without jumping through hoops. To learn more about the bill, click HERE.

Congressman Correa introduced the Consumer OPT- IN Act

ST ANDING UP FO R IMMIGRANT S
At a hearing for the Committee on Homeland Security, I pressed witnesses on the illegal methods our federal agents are using to detain innocent members of our community. I highlighted how masked federal agents are taking people off the streets– some of them American cit izens– and detaining them without due process or access to an attorney. I also highlighted the case of Mr. Narciso Barranco, my constituent and the father of three U. S. Marines, who was violently arrest ed by agents a few w eeks ago. It’s my job to ensure our federal agents are following the law. I’ll keep doing my duty and calling out the administration.

Congressman Correa slammed federal agents for illegally treating innocent immigran ts

PRE SSING FO R Y O UT H MENT AL HE ALTH SO LUT IO NS
I also discussed ways to combat the mental health crisis with young advocates from Orange County.

With the majority of young people experiencing mental health challenges at some point in their lifetimes, it’s critical that we implement prevention and treatment solutions that w ork. I chatted w ith advocates from Girls Inc.’ s Teen Advocacy Council about ways Congress can help the next generation lead happy and healthy lives. I’ll keep pushing for legislation that helps our children stay healthy.

Congressman Correa met with youth advocates to discuss mental health solutions As always, I am committed to serving you, advocating for issues that mat ter to our community, and connecting you to important resources. If you are experiencing any issues w it h a federal agency, my office is here to help. Give us a call at ( 714) 559- 6190.

Sincerely,
Rep. Lou Correa

City res ident for ten years , married to an ER nurs e.

She works with law enforcement all the time. The s tories I get are of respectful officers who work around her needs — and her needs are to s afely take care of her patients . The officers wait if they’ ve got s omeone in cus tody who needs treatment and they take them afterwards . It works perfectly fine becaus e they follow the law and act with public s afety in mind.

ICE is not that. They are not res pectful. They do not follow the law. They do not operate with public s afety in mind. They caus e terror and panic. They will s care people from coming to the ER and they s care people who come to the ER from telling my wife the truth, which s he might need to treat them.

The ER needs to be a s afe place, s o that the people who need treatment get it and the people who give the treatment s tay s afe.

Keep ICE out of the ER at all cos ts . We need them to be s afe places .
