RECOMMENDATION:
That the City Council, by Resolution, adopt the East Anaheim Master Plan of Sanitary Sewers Financial Implementation Plan Addendum dated August 2024.
DISCUSSION:
The Department of Public Works has an ongoing Sanitary Sewer Master Plan Program for three primary areas of the city. These are the West Area, the Central Area and the East Area of Anaheim.
On April 22, 2025, the City Council adopted Resolution No. 2025-035, the East Anaheim Master Plan of Sanitary Sewers Addendum dated August 2024, with the General Plan Focused Update and 2021-2029 Housing Element Update Project Development Application Nos. 2021-00223 and 2021-00002. The East Anaheim Master Plan of Sanitary Sewers Financial Implementation Plan Addendum dated August 2024 (Plan), Attachment 3, has also been updated to reflect the current market pricing and accounts for future developments that will impact the sewer system.
The Plan’s area in East Anaheim is generally bounded by the northern city limits on the north, the Orange Freeway (SR-57) and the Central Anaheim Master Plan of Sanitary Sewers Study Area on the west, the Southern City limits on the south, and the Eastern City limits on the east, as shown in Attachment 2 of the Study Area Map. This Plan is consistent with the current and previously approved approach of using impact fees to generate funds for sewer system improvements.
The Plan identified the total estimated cost needed for future sanitary sewer improvements in the East Area of Anaheim at approximately $11,525,880 when this area is built out with new development. Most of these needs will be met through the ongoing capital improvement program funding based on this Plan.
Adopt the East Anaheim Master Plan of Sanitary Sewers Financial Implementation Plan Addendum September 23, 2025
The Plan reflects the latest Anaheim General Plan and Zoning Code updates as of April 2025.
This Plan supports Anaheim’s Strategic Plan Goal A – Maintain Financial Responsibility, Strategy 1. Identify potential new funding sources/revenue to increase City revenues to maintain and enhance services; and Strategy 3. Modernize development impact fees.
IMPACT ON BUDGET:
There is no budgetary impact at this time. Staff will return at a later date for City Council approval of changes to the sewer impact fees.
