CITY COUNCIL AGENDA REPORT
City of Anaheim
HOUSING & COMMUNITY DEVELOPMENT
DEPARTMENT
DATE: SEPTEMBER 23, 2025
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: A RESOLUTION APPROVING THE WORKFORCE
INNOVATION AND OPPORTUNITY ACT SUBGRANT
AGREEMENT WITH THE STATE OF CALIFORNIA
ATTACHMENT (Y/N): YES ITEM # 09
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council:
1. By Resolution, approve the Workforce Innovation and Opportunity Act Subgrant Agreement between the City of Anaheim and the State of California, for Subgrant No. AA611002, for the term of April 1, 2025 through June 30, 2027, in the amount of $1,263,358; authorize the City Manager to execute and administer the agreement; and determine that approval of the agreement is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15060(c)(3), 15061(b)(3), and 15378(b)(4); and
2. By Motion, increase the Housing & Community Development Department’s FY 2025/26 budget by $347,542.
DISCUSSION:
The City of Anaheim is a governor-designated Local Workforce Development Area as defined under the federal Workforce Innovation and Opportunity Act (WIOA). As a Local Area, the City receives an annual allocation of federal funds under the WIOA to provide a range of services to adult, dislocated worker, and youth job seekers, including job search assistance, resume and interview preparation, career assessment, occupational skills training, and on-the-job training. This funding also supports the operation of the America’s Job Center of California (AJCC), known as the Anaheim Workforce Connection, and the production of local job fairs. Additionally, it funds Rapid Response and layoff aversion services such as responding to plant closings and mass layoffs, outreaching to laid-off workers with offers of reemployment assistance, and coordinating with employers to minimize the negative impacts of layoffs.
The State conveys WIOA program funds to the City through a Subgrant Agreement.
The attached Subgrant Agreement is for Program Year 2025-2026. The award is made in two separate sets of allocations because each set is tied to a different federal fiscal year, and doing so helps local areas plan and budget as we transition between fiscal Resolution - Workforce Innovation and Opportunity Act Subgrant Agreement September 23, 2025
years. The first program allocations made available through the Agreement total $1,263,358. The term for the agreement begins April 1, 2025, however, this master subgrant agreement was not conveyed to the City until after the State FY 2025/26 budget went into effect July 1, 2025.
The second allocations for adult, dislocated workers, and rapid response activities are forthcoming and will be unilaterally modified into this Subgrant Agreement later.
Preliminary noticing from the State of California Employment Development Department indicates we will receive approximately $653,295 for adults, $678,855 for dislocated workers, and $359,600 for Rapid Response and layoff aversion. The two sets of allocations total $2,955,108.
IMPACT ON BUDGET:
Increase the Housing & Community Development Department’s FY 2025/26 budget by $347,542 to reflect the net change between the adopted budget of $2,607,566 and actual grant awards totaling $2,955,108. These funds are restricted for the WIOA programs.
Respectfully submitted,
Grace Ruiz-Stepter
Director of Housing and Community Development
