WIOA requires that the Anaheim City Council appoint members to the WDB based on criteria established by the Governor and the State Workforce Development Board.

The eighteen (18) member WDB is comprised of business representatives and individuals from the public sector. Under WIOA the WDB is responsible for overseeing the management and performance of the workforce system and for conducting strategic planning to ensure the workforce system meets the needs of employers and job seekers.

Business representatives must be nominated by a local business organization and shall include owners of businesses, chief executives or operating officers, and other business executives or employees with optimum policymaking or hiring authority. Individuals from the public sector are nominated by their respective representative agencies and are also individuals with optimum policymaking authority within the entities they represent.
